Obama, enough listening, it’s time to act

Sages through the ages have told us that listening is a virtue – and US President Barack Obama is apparently heeding their advice. According to the new US Secretary of State John Kerry, Obama “wants to listen” during his upcoming visit to Israel and the Palestinian territories this spring.

But is this wise?

“We’re not going to go and sort of plunk a plan down and tell everybody what they have to do,” Kerry explained. And more recently, a senior US official noted: “The Israelis and Palestinians must decide what they want to do, and we’ll be happy to help.”

On the face of it, this sounds like a sensible course of action. One of the things the United States is most regularly criticised for is its dictatorial foreign policy tendency to impose its will on smaller countries.

In addition, the sympathetic and optimistic might read into Obama’s reticence a judicious and prudent silence. After all, if Washington plans to (re-)launch a serious new bid to resolve the Israeli-Palestinian conflict, Obama may be keeping his cards close to his chest, given the enormous obstacles that stand in the way of peace and the potentially dire consequences of further failure.

But judging by Obama’s first term and the state of the union speech inaugurating his second – in which the only mention of the Holy Mess was the president’s reiteration of his oft-repeated pledge to “stand steadfast with Israel in pursuit of security and a lasting peace” – “listening”, the sceptic in me is tempted to conclude, sounds a lot like code for inaction and maintaining the status quo.

And maintaining the status quo has been the hallmark of Obama’s presidency, as I predicted even before he became president and after his famous Cairo speech.

“The visit will be a good opportunity to reaffirm the strong and enduring bonds of friendship between Israel and the US,” Washington’s ambassador to Israel Dan Shapiro said. And in case anyone was in any doubt that this would be more than a photo-op, Obama will be feted wherever he goes and offered the Presidential Medal of Distinction during his visit – perhaps in an effort by Shimon Peres to exercise damage control following Binyamin Netanyahu’s disastrous attempt to influence the U.S. electoral process.

And if media reports are to be believed, security, or at least the illusion of it, will trump peace. The American president, Israel’s Channel 10 has claimed, intends to tell Netanyahu that a “window of opportunity” for a military strike on Iran will open in June 2013.

So, rather than chart a course towards peace between Israelis and Palestinians, Obama’s visit could trigger a plunge towards regional conflict. Meanwhile, the true “window of opportunity” and key to Israel’s future security, the Palestinians, will be ignored, relegated to non-issue status, even if they deserve their freedom and dignity, rather like they were during the Israeli elections.

However, Palestinian impatience and frustration is simmering near boiling point – with renewed talk of a third intifada, though a full-scale uprising has yet to erupt – as reflected in the collective prisoner hunger strike and demonstrations to end detention without trial following the death in Israeli custody of Arafat Jaradat.

But inaction on the Palestinian-Israeli front is not an option – at least not for anyone desiring a better and fairer future, and avoiding future escalations of the conflict. In addition, if Obama wishes to secure a lasting legacy for his presidency and to earn the Nobel peace prize he was prematurely awarded, he must do more than listen. He must take robust action.

But what can and should the American president do?

Well, freed of the spectre of re-election, Obama has the space, if he so wishes, to work towards radically redefining the US approach to the Israeli-Palestinian conflict. The first step, in my view, is for him to announce publicly that the failed, discredited and ineffective Oslo process will be abandoned.

One reason why the peace process broke down is that Washington has never succeeded in playing the role of an honest and impartial broker. To address this shortcoming, Obama should announce his intention to turn peace mediation into a truly multilateral process not only by giving the toothless Quartet real teeth but also by bringing in the Arab League and other influential and important members of the international community.

In order to focus the Israeli and Palestinian leaderships’ minds, Obama should harness and mobilise all the diplomatic and economic carrots and sticks at his disposal – and encourage international partners to do the same.

For example, he should significantly downsize US military aid to Israel – though this seems highly improbably, given new Defence Secretary Chuck Hagel’s assurances that American military assistance would continue, even as the United States hangs precariously off a fiscal cliff – and security assistance to the PA. Obama should also make continued aid to both sides contingent on progress towards peace. In Gaza, where far too many sticks have been deployed, inhumanely and ineffectually, Obama should offer to end its destructive international isolation and he should start a dialogue with the Hamas leadership – perhaps even visiting the Strip, which would be a huge symbolic act of peace and conciliation.

Of course, as decades of foreign meddling going back to the 1947 partition plan and before have clearly demonstrated, there can be no lasting resolution without broad domestic buy-in, among both Israelis and Palestinians.

This involves forcing the leaders on both sides – who are blighted with serious visionary myopia, lack courage, represent too many vested interests, and suffer from ideological paralysis and ineptitude – to take action by giving representatives of every strata of Palestinian and Israeli society seats at the negotiating table.

This may seem like a recipe for chaos, disaster and deadlock, but I am convinced that direct public dialogue and participation is essential if this impasse is ever to be overcome. One factor that has held back a peace deal, even at the most pragmatic and optimistic of times, is the fear that the negotiators would not be able to sell the agreement to their respective constituencies, particularly the radical elements among them.

By involving the public from the start, the entire process is given democratic legitimacy and ensures that there will be a groundswell of popular opinion for any accord when it comes time to sign on the dotted line.

Moreover, such a process would allow an honest public debate to emerge, within both societies and between them, which would most likely strengthen the hand of moderates and pragmatists, allowing the emergence of robust pro-peace alliances, and would shed light on who the true villains of the peace are.

Most importantly perhaps, public involvement would challenge the current levels of endemic popular apathy, cynicism, distrust and despair by empowering people to take direct responsibility for their future, and that of their children. And with apathy and despair, the best allies of extremists, out of the way, pragmatism and moderation might finally win the day.

Some might wonder how on earth you’re going to get two such fractured and divided societies, not to mention determined foes, to agree on the colour of the stationery, let alone the outlines of a comprehensive peace deal.

Well, poll after poll after poll keep suggesting to us that the public in Israel and Palestine are more sensible than their leaders, so it’s time to put that hypothesis to the test. Moreover, “comprehensive” is unlikely to happen, because as bitter experience shows, no wand exists to magic away decades of animosity and wrong turns.

Instead, we should take an immediate and incremental approach. Anything agreed on by the majority of people on both sides, no matter how small or apparently insignificant, should be put to an immediate referendum and implemented straight away. This would gradually improve the situation, create positive momentum, and build a house of peace, shalom, salom, or even salom, one brick at a time.

“All of us have a responsibility to work for the day when the mothers of Israelis and Palestinians can see their children grow up without fear,” Obama said in Cairo, at the beginning of his first term. I hope he lives up to this responsibility by supporting and facilitating a peace of the people, by the people and for the people.

Despite their marginalisation or disenfranchisement in Israeli politics, Palestinians can use Israel’s democratic tools to their advantage.

The expected massive swing further to the right in Israel did not materialise, with, according to some estimates, an even 60-60 split of seats in the Knesset between the “left” and “right”. Although incumbent prime minister Binyamin Netanyahu is not quite out, he is definitely down – and there exists the theoretical, though unlikely, scenario that he might not retain his position as prime minister if the famously fractured centre and left join forces.

Meanwhile, the new kingmaker, though probably not the king, is not, as many had forecasted, Naftali Bennett or the ultra-nationalist and religious right, or at least not them alone, but the compulsively centrist Yair Lapid and his Yesh Atid (There is a Future) party, which came in second, with an estimated 19 seats.

This gain for the centre, if not exactly the left, has enabled many secular and progressive Israelis to breathe a sigh of relief, though not necessarily to breathe more easily. “The Knesset as a whole looks like it will be significantly more moderate as a whole than after the last elections,” said on Israeli friend, Rifka, expressing a certain cautious optimism.

In fact, many on the Israeli left feel little elation, and some are gripped by a sense of deflation. “The public of floating voters went for the middle-class chauvinist TV presenter with good hair and mood music and the charming high-tech guy who calls them ‘achi’ (‘brother’),” believes Udi, a young British-Israeli. “This is a victory for banal, naïve, escapist anti-politics.”

And Yair Lapid, nicknamed Tofu Man by one commentator, is perhaps the greatest example of this escapist anti-politics. He is an actor, a journalist and a TV presenter. But when it comes to politics – he is a political novice and lightweight. He seems to have gained so many votes partly through his superficial charm and the fact that he is a household name, and partly by maintaining an almost pathological silence on the political issues dividing left and right during his campaign.

Another area of major escapism in Israeli politics relates to the Palestinian question – and the occupation hardly featured as an election issue, not even as a minor preoccupation, except perhaps with the religious and revisionist rights’ unapologetic determination to further extend and entrench the Israeli settlement enterprise and even to annex large swathes of the West Bank.

“It was a surprise to everyone that the centre and centre-left have revitalised themselves, but when it comes to Palestinians, no one is jumping with joy,” admitted veteran PLO politician Hanan Ashrawi in an article, expressing a widespread sentiment among Palestinians in the occupied territories.

Faced as they are with an apparently unending occupation and its attendant machinations – walls, checkpoints, martial law, ever-growing settlements, the absence of sovereignty and self-determination – and the indignity this produces, it is hardly surprising that the Palestinians of the West Bank, East Jerusalem and Gaza have little to no faith in the Israeli electoral process.

However, the lack of enthusiasm stretches across the Green Line to Palestinians living in Israel who, at least theoretically, enjoy equal citizenship and have the right to vote. They are frustrated by how the Israeli political establishment at best ignores them and at worst passes legislation that actively discriminates against them, despite the political leverage their votes should afford them.

In addition, even though they are generally better off materially than Palestinians living under occupation and enjoy greater freedom than Arabs living under autocratic regimes, they are nonetheless marginalised and stigmatised socially and economically. As one resident of Umm al-Fahm explained: “This is not my country. I don’t receive my rights in this state.”

This translated into widespread apathy – and a certain measure of active boycotting – towards the recent vote, with pre-election surveys suggesting that only half of Arab voters would cast a ballot, compared with some 75% in 1999. At the time of press, it was unclear what the actual voter turnout among Palestinian-Israelis was, though indications were that it would be far lower than the nearly 70% national average, despite the efforts of Arab parties, politicians, community activists and even the Arab League to bring out the vote.

One young Palestinian who had not intended to vote changed her mind at the last minute when she got wind of how low voter turnout in her community was. “I got nervous and upset. I grabbed everyone I know who didn’t vote and drove them [to the polling station],” she admitted.

In total, Arab and mixed Arab-Jewish parties together managed to secure an estimated 12 seats in the Knesset: United Arab List (5), Hadash (4) and Balad (3). Some lament the low voter turnout as a missed opportunity.

“Let’s assume they had voted in large numbers and managed to get 20 seat, which is feasible, then the Arab parties would have had the power to impose their opinion,” believes Hamodie Abonadda, a television producer and Hadash voter. Abonadda speculates that armed with that many seats, the Arab parties would have become impossible to ignore (as Lapid has insisted he will do) by the left and could have made it, for the first time in Israeli history, into a ruling Israeli coalition.

It is my conviction that the political leverage of Palestinians in the Israeli system could be multiplied significantly if the 300,000 or so Palestinian Jerusalemites joined the fray and decided to claim their right to vote.

However, this would involve them applying for Israeli citizenship, which many oppose because it would, they fear, give legitimacy to Israel’s decision to annex Jerusalem. In fact, in the clash between ideology and pragmatism, even participating in municipal elections, which Jerusalem residents are allowed to do without becoming citizens, is still regarded as an unacceptable form of “normalisation”, as I have heard from numerous activists.

“For too long… there has been this taboo on voting for the municipal elections because if one does vote then he/she is seen as a ‘traitor’,” explains Apo Sahagian, an Armenian-Palestinian musician and writer from the old city of Jerusalem. “But this mentality has only worked to the Palestinians’ disadvantage… For example, the approval given to settlement construction starts on the municipal level. If there is enough opposition at that initial level, then that settlement enterprise can be stopped or interrupted.”

Though Sahagian believes that only “raw pragmatism” will save the Palestinian people’s struggle for freedom and equality, he opposes the idea of Palestinians in Jerusalem applying for Israeli citizenship. Nevertheless, he acknowledges that “in a different reality” the combined vote of Jerusalemite Palestinians and Palestinian-Israelis would “shake the political landscape of Israel”.

And “raw pragmatism” is guiding a growing number of Palestinians in East Jerusalem to learn Hebrew, as attested to by the plethora of posters advertising language courses, and even to apply for Israeli citizenship, which they see, in light of the vulnerable status of the permanent residence cards that can be taken away fairly easily, as a way of guaranteeing their presence in their beloved city, and hence preserving what remains of its Palestinian character. “What is the difference between having an Israeli ID and an Israeli passport? They’re both Israeli documents, but one gives you rights, the other does not,” one young Jerusalemite who had recently acquired citizenship confessed to me.

There are Jerusalemites I know who argue that the potential combined political clout of Palestinians in Israel and in Jerusalem could also help ease the suffering of their kin in the West Bank and Gaza.

Despite the fact that this emerging trend has sparked controversy, even within individual families, many Palestinians who are moving down this path are doing so out of principle, not just pragmatism, seeing it as an important step along the road to a single, democratic, bi-national, Arab-Jewish state from the Mediterranean to the Jordan river.

A friend and neighbour from Jerusalem, with whom I spent long hours dreaming of a better future, expresses this reality succinctly: “There will not be two states. There is already only one state. All the people of this one state should be represented at the ballot box.”

Israeli settlements are one of the greatest obstacles to peace, but could settlers also help build a Palestinian state?

In his speech to the United Nations General Assembly, Palestinian Authority President Mahmoud Abbas warned that Israel’s ongoing settlement construction in East Jerusalem and the occupied West Bank revealed that the “Israeli government rejects the two-state solution” and that if no action was taken urgently, the creation of a viable Palestinian state alongside Israel would become “extremely difficult if not impossible”.

It is not only Palestinians who see Israeli settlements as one of the main obstacles to peace – the international community does too, as do many Israeli peace activists. Personally, I have been convinced for many years now that the race against space to implement the two-state solution has been lost.

Today, more than half a million Israeli settlers live in East Jerusalem and the West Bank. In what the Oslo Accords calls Area C – which makes up 60% of the West Bank and would provide the bulk of the land upon which the Palestinian state would be built – there are currently twice as many settlers as Palestinians (300,000 v 150,000), and Israel controls 70% of this territory.

Despite these facts on the ground, there is a small but growing group of religious settlers who believes not only that they are not an impediment to peace, but that they can help build it. This movement is led by the charismatic and influential Rabbi Menachem Froman.

Rabbi Froman cuts an unlikely figure as a peace activist. He is an ideological settler, yet believes in the two-state solution along the pre-1967 Green Line. He is one of the founders of the messianic, religious settler movement, Gush Emunim (Bloc of the Faithful), and supports continued Jewish settlement in the West Bank, yet believes in and promotes coexistence between Palestinians and Israelis, Jews and Arabs.

Adding to his maverick credentials, Froman was friends with the late Yasser Arafat and met regularly with Sheikh Ahmed Yassin, the spiritual leader of Hamas. He is also close to Abbas, meets regularly with Binyamin Netanyahu, and negotiated, along with Palestinian journalist Khalid Amayreh, a ceasefire agreement with Hamas, which would have ended the blockade on Gaza, to which the Islamist group agreed but Israel simply ignored.

This renegade rabbi so intrigued me that I visited him, along with an American-Israeli filmmaker making a documentary about this enigmatic figure, in his modest home in Tekoa, an Israeli settlement near Bethlehem.

So, how does Rabbi Froman propose to square the circle between his support for Jewish settlements and Palestinian statehood? Religious Muslims and Jews believe, he says, “that this land is holy… that this land belongs to God. This can be a very strong basis for peace”.

In his view, since it is the land itself that is holy and not the political structure governing it, settlers should be given the choice to become part of a Palestinian state or move to Israel. Froman also believes that the presence of an Arab minority in Israel and a Jewish minority in Palestine would have the additional benefit of promoting tolerance and understanding between the two neighbouring countries.

The Palestinian Authority has, on a number of occasions, floated the possibility that Israeli settlers can be given the option to live under Palestinian sovereignty. However, this option elicits fears. Palestinians worry that the settlers would remain Israeli citizens and hold on to their privileged status, as well as possibly provide Israel with an excuse to carry out military incursions, even invasions, at will on the pretext of looking after the interests of the Jews there.

I asked Rabbi Froman whether, in his vision, the settlers would become Palestinian citizens and live according to Palestinian law, and whether the settlements would become mixed neighbourhoods for all. “Yes, yes, yes,” he responded emphatically. “The keyword here is to be open, to be free.”

Froman’s vision chimes with that of some pro-Palestinian Israeli leftists. However, even many of Rabbi Froman’s neighbours – such as the American settler who expressed his disapproval of the Rabbi’s politics to us when we asked him for directions – do not agree with him. Economic settlers are unlikely to want to become Palestinian citizens, though they could more easily be persuaded to move under the right conditions.

Ideological settlers, who generally see the land and Israel’s control over it as vital, do not share Froman’s vision. “I reject the two-state solution,” David Wilder, the spokesperson for the radical settlers in Hebron, told me some months ago. “I want to live in Israel. I came to live in Israel, under Jewish leadership. I didn’t come to live under the rule of anybody else, certainly not an Arab.”

“The question is not the Palestinian attitude,” Rabbi Froman freely acknowledges. “The question is the Israelis: if Israel and Israeli settlers are ready to be part of the Palestinian state.”

But he believes that, once they overcome their fear and distrust, people can be persuaded. “It’s all a matter of confidence,” the rabbi insists, his bright blue eyes glimmering energetically in his ailing frame, as his body gradually succumbs to cancer. And it is building this foundation of trust that the rabbi is dedicating his remaining time to. “I have not got long now,” he reflects sadly.

Rabbi Froman is also a strong believer in the power of religion to help resolve the conflict and build bridges between Israelis and Palestinians. This, you could say, was something of a revelation to me, as I have long viewed religion, though it is often only used as a pretext by fundamentalists, as a major stumbling block on the path to peace – it is what I call the “God veto”.

In fact, Froman believes that one major factor behind the failure of the peace process is that it ignored or did not pay enough attention to the religious dimension. “[Sheikh] Ahmed Yassin used to say to me: ‘I and you, Hakham [Rabbi] Froman, can make peace in five minutes, because both of us are religious.’”

The very idea that an Orthodox rabbi and an Islamist sheikh would engage in dialogue, let alone believe that they can resolve a conflict that has defied everyone else for decades, is likely to confound both Palestinians and Israelis alike.

“Religion is like nuclear energy: you can use it to destroy or to kill. You can also use it for peaceful purposes,” the renegade rabbi observes. “The Dome of the Rock or the Temple Mount can be a reason to quarrel or a reason to make peace.”

Despite his fine words, I left the meeting sceptical that Froman’s vision would, especially in the current climate, attract many takers. However, our encounter did drive home some important lessons: the situation is never black and white, peacemakers can be found in the most unlikely places, and that we must understand the obstacles to peace if we ever hope to remove them.

With the two-state solution relegated to the dustbin of history, the time has arrived to consider equal citizenship for Palestinians and Israelis.

If imitation is the sincerest form of flattery, then Binyamin “Bibi” Netanyahu has sincerely flattered none other than himself. When he surreally pulled out the cartoon bomb to illustrate the apparent threat from the alleged Iranian programme to build a nuclear weapon, he succeeded in becoming a parody of himself, triggering a proliferation of viral caricatures, such as the one mocking him as a “Looney Tunes” villain.

Netanyahu’s rhetoric was just as two-dimensional, casting Iran and its presumed allies in the role of the ultimate bloodthirsty, suicidal enemy bent on destroying civilisation as we know it.

“At stake is not merely the future of my own country. At stake is the future of the world,” he claimed rather implausibly, given that there is no concrete evidence to suggest that the Iranian regime, despite its ill-informed and dangerous grandstanding, is developing a nuclear weapons programme, that it would be successful even if it were pursuing one, or that it would actually be stupid and suicidal enough to deploy said WMD. Meanwhile, Israel, despite its policy of ambiguity, is widely understood to sit on the Middle East’s only known nuclear arsenal.

Netanyahu drew “red lines” all over the General Assembly, while conveniently overlooking the far more significant green line, upon which the future of his country truly rests. In fact, judging by the evasive passing reference to negotiations and “mutual compromise”, Bibi seems to rate Iran’s non-existent nukes as a greater threat to Israel than the ticking time bomb of the unresolved Palestinian question.

Cold-shouldered by Netanyahu and facing mounting unrest among his own people, PA President Mahmoud Abbas continued, for want of more imaginative ideas, his disastrous quest for UN recognition, as if the non-membership of a non-state would somehow help the Palestinian struggle for statehood.

“There can only be one understanding of the Israeli government’s actions,” Abu Mazen told the assembly, suggesting that “the Israeli government rejects the two-state solution”.

Judging by Israel’s deeds, which have left no more space to negotiate over, it seems safe to conclude that the idea of an independent Palestinian state existing beside Israel on the pre-1967 borders lies somewhere in the dustbin of history. While the Israeli leadership is content to “manage the conflict”, the PA is powerless to breathe new life into a defunct process.

So, what’s the answer? According to Abbas, a “new approach” is required. However, the new approach he outlined sounded suspiciously like the old one: that the ineffective and ineffectual international community can somehow be prevailed upon finally to rise from its lethargy and force Israel to commit to the pre-1967 borders.

He mentioned but did not elaborate on a far more promising and powerful track. “Our people are also determined to continue peaceful popular resistance, consistent with international humanitarian law, against the occupation and the settlements and for the sake of freedom, independence and peace,” Abbas concluded.

Personally, I believe we need to take this “new approach” to its logical conclusion. Rather than continue the decades-old futile efforts to accommodate two conflicting nationalisms in such a tiny space, it is high time for everyone involved to recognise that all attempts to partition and repartition this land simply have not worked and are unlikely to in the future.

Instead of fixating on borders and territory, as if soil is so much thicker than blood, the focus must shift to the people, whom for too many generations have been sacrificed in the cause of this holy land, as if it has more rights than they do.

Prioritising the people will necessitate transforming the Palestinian struggle into a mass, non-violent civil rights movement, in which Palestinians deploy all the tools of peaceful resistance at their disposal, and Israeli sympathisers force emancipation platforms on their political parties. In this context, the “land for peace” formula will be replaced by a “rights for peace” one in which full emancipation will be the central demand.

We need to form a Popular Front for the Liberation of the Palestinians to pursue the various civil rights Palestinians in the West Bank and Gaza are currently denied, deprived of or have restricted access to. These include the freedom to travel and to work everywhere, not just in Palestine but also in Israel, the removal of roadblocks and checkpoints, the dismantling of the wall, and the opening up of Israeli-only settlements to Palestinians.

But, first and foremost, all 4.5 million Palestinians in the West Bank and Gaza must seek full Israeli citizenship. For differing reasons, this bold proposal is bound to be anathema both to Palestinians and Israelis, as it will be seen to be sounding the death knell on their dreams.

For Israelis, it sounds suspiciously like the one-state solution which, to the minds of many, though there are a growing number of supporters, spells the demise of the century-long Zionist dream and the end of the Jewish state. For many Palestinians, though more of them support the one-state option than in Israel, the idea of becoming Israelis is tantamount not only to admitting the death of their beloved Palestine but to asking for the privilege to drive the final nail into the coffin.

Such worries reflect historical and psychological anxieties, heightened by the maximalist visions of extremists on both sides, rather than the glaring realities on the ground: that Palestinians and Israelis are effectively living in a single state, albeit one that is largely segregated and in which millions are disenfranchised.

To my mind, despite all the poetry of the land that has marked the Palestinian struggle, “Palestine” is far more than its olive and orange groves, it is, above all else, the sum total of its people. What better way is there to preserve what’s left than to protect the right of the Palestinians to continue to live there in full equality?

Likewise, it is the Israeli people who make Israel Jewish and so emancipating the millions of disenfranchised Palestinians will not make the state any less Jewish than it is today – only fairer and more just. Moreover, if maintaining a clear Jewish majority is truly the overarching aim of the Zionist project, then Israel should have allowed the emergence of an independent Palestine many years ago.

Personally, I am an advocate of a single, bi-national federation of Israel-Palestine because it allows both sides to have unfettered access to the land they hold so dear, while preserving their social and cultural identities and rights through, for example, elected community governments, one representing Jews and one representing Arabs wherever they may live on the land (and perhaps a third representing those anti-nationalists who wish to be defined as neither). Above this, an elected federal government would be responsible for common issues, such as the economy, defence, foreign relations and water resources.

But what I am proposing here is not a one-state solution per se. If anything, you could say it is the ‘non-state solution’, i.e. it is an ideologically neutral means of improving the reality on the ground.

Once everyone is emancipated, then the real work begins and a true conversation of equals can take place to determine democratically the future of the two peoples: whether they will continue together in a single, democratic state or opt for a magnanimous divorce brokered, not by outsiders, but one people to another.

One may be the heir apparent of Israeli rightwing royalty and the other the son of a poor, provincial Iranian jack-of-all-trades but Binyamin Netanyahu and Mahmoud Ahmadinejad behave like mutant clones when it comes to their international brinksmanship, their reckless and foolish handling of their countries’ foreign relations, and their uncanny knack of furthering their peoples’ international isolation.

Both men have succeeded in losing their countries valuable friends abroad. Although his predecessor Mohammad Khatami had worked hard to thaw relations with the West, Ahmadinejad has managed, with his outspokenness and defiant pursuit of a nuclear programme, to reverse these gains. Similarly, Netanyahu has, quite literally, rocked the boat with Israel’s staunchest regional ally Turkey and has strained relations with another important regional power, Egypt. Even US president Barack Obama, who has gone out of his way to frame himself as a ‘friend of Israel’, expressed frustration with Netanyahu in an unguarded exchange with French president Nicolas Sarkozy.

Both ultra-conservatives to the bone, Netanyahu and Ahmadinejad are aligned with the most conservative and reactionary forces at home. Moreover, their political discourse seems to be largely targeted at this constituency, alienating and angering other, more liberal segments of their own societies while antagonising important players in the outside world.

Their desperate desire to play to the choir and preach to the converted was on ‘eloquent’ display at the UN General Assembly in September. Though both men made some valid points, these were lost in the deluge of hate and paranoia which spewed from their mouths.

Ahmadinejad insultingly suggested that the West threatened “anyone who questions the Holocaust and the September 11 event with sanctions and military actions”, eliciting angry reactions not only from the United States and Israel but also, apparently, from al-Qaeda. Not to be outdone, Netanyahu succeeded in offending the entire international community, with the possible exception of the United States, when he described the UN as “the theatre of the absurd” and that “automatic majorities… can decide that the sun sets in the west or rises in the west [sic]”.

Mad and bad as they both may be, there is some rationality and method to their madness. Both leaders are incredibly unpopular at home among moderates, liberals and leftists. Ahmadinejad’s questionable 2009 election victory sparked what became known as the ‘Green Revolution’ in favour of opposition candidate Mir-Hossein Mousavi, and Ahmadinejad has been on the back foot at home ever since.

In addition to allegations of financial impropriety resurfacing, Netanyahu has been hit by a perfect storm of opposition: from the Israeli mainstream, by perhaps the largest and most sustained protests for social justice in the nation’s history; from the Israeli fringes, by the violent ‘price tag’ attacks perpetrated by extremist settlers; and from the Palestinians, who have taken their demands for statehood to the UN.

Against this backdrop, both Netanyahu and Ahmadinejad have, ironically, found common cause in mutual confrontation around Iran’s nuclear programme to manufacture domestic consent in what they hope will be a manageable foreign crisis. The two men are not only stoking up fear among their traumatised populations but are also exhibiting the kind of defiance and pride against ‘foreign diktats’ which plays out well with large segments of their two peoples.

That is not to say that the concerns and worries of the Iranian and Israeli peoples are entirely unjustified, but their two governments are going about resolving the issues in the wrong way.

When it comes to Iran’s civilian nuclear programme, Iranians are understandably incensed by the West’s double standards, and its determination to prevent Iran from exploiting a source of energy that has become commonplace around the world, especially when one considers that Iran was developing a nuclear programme with Washington’s blessing during the reign of the Shah. That said, it is my personal view that Iran’s post-oil energy future would have been better, and less controversially, secured by investing in solar power, which is not only greener but has the added benefit of ensuring the country’s energy independence.

If the latest IAEA report proves to be true and Iran is, despite its insistence to the contrary, developing a covert nuclear weapons programme, then though misguided, there is a logical strategic rationale behind its quest.

Iran is surrounded by nuclear-armed foes and potential foes: Israel, India and Pakistan, not to mention the United States in neighbouring Iraq and Afghanistan. In addition, there is the deep-seated distrust of Western powers, particularly Britain, the United States and Russia, all of whom have launched military action or orchestrated coups in the country at one time or another. Then, there’s the prestige factor. Iran is very proud of its historical pre-eminence and any apparent restoration of some of that ancient glory, no matter how illusory, is bound to go down well.

But the notion of mutually assured destruction is not only as MAD as its acronym suggests, Iran is never likely to tip the ‘balance of terror’ enough in its favour to reach that level of supposed deterrence.

Given the bombast emanating from Tehran since the Islamic revolution and Ahmadinejad’s confrontational rhetoric, the fear among the Israeli public of a nuclear-armed Iran is understandable, if hugely exaggerated, given Iran’s status as a “paper tiger” rather than a “scar superpower”, as one former senior Mossad official put it.

This makes political reactions that far outweigh any possible threat seem all the more troubling and distressing. If Netanyahu and Defence Minister Ehud Barak are in favour of military action against Iran, this would be a foolhardy and reckless course of action. It not only carries the risk of sparking an unnecessary war between the two countries, it would come at perhaps the most volatile time in the Middle East’s history since World War I and the subsequent redrawing of the region’s political map, possibly triggering a wider conflict of unknown dimensions and scale.

But there is a far more sensible military option that Israel’s leadership and the Israeli public should seriously consider: committing to a nuclear weapons-free Middle East by coming out of the closet about being a nuclear power and dismantling the “bomb in the basement”, as Israel’s legendary military leader Moshe Dayan called it.

Not only was Israel’s nuclear weapons programme developed without the Israeli public’s knowledge or consent, it was also done so against the will of the international community – rather like what Iran is possibly doing today.

In addition, Israel’s estimated arsenal of up to 200 nuclear warheads has been a liability rather than an asset. It has done nothing for the country’s security beyond giving other regional powers the incentive to try to obtain their own bomb. And this was clear to see to critics both within Israel and among its allies. For instance, a declassified 1963 CIA report predicted that a nuclear Israel would polarise and destabilise the region and would likely lead the Arabs to seek their own “deterrent”.

For at least three decades, efforts to avoid a nuclear arms race in the Middle East have crashed against the rocks of Israeli intransigence. If Iran does succeed in developing its own bomb, the threat of regional proliferation so long predicted is likely to mushroom as Arab powers scramble to gain their own capability to counteract that of Iran’s and Israel’s. The best way to avoid this is for Israel to commit to disarmament in return for Iran abandoning its nuclear weapons programme and the entire region signing up to a Middle Eastern non-proliferation treaty.

Left-wing Israelis do not buy Netanyahu’s scare tactics and look forward to living side by side with an independent Palestine.

When Israel’s prime minister, Binyamin Netanyahu, landed in New York to attend the UN General Assembly, he promised the Israeli public that he would ”defend a people under assault from those who oppose [Israel's] very existence”.

The government’s sound bites are sending the average Israeli into panic wondering about the exact nature of the existential threat, which Netanyahu alludes to, posed by the Palestinian quest to join the UN.

Yet behind the smoke and mirrors, Netanyahu is trying to prevent the very step that would save Israel – the recognition of a Palestinian state on the borders of 4 June, 1967.

The current government bluster about the implications of the Palestinian UN bid is partly intended to distract mainstream Israeli society from recognising that this a line that the Israeli left has been pushing for the past few decades.

The left – composed of various political parties and a small, though active, civil society scene – encompasses a  spectrum of opinion that is both Zionist and non-Zionist. At bottom, however, it possesses the belief that a two-state solution and a division of the land is necessary to enable Israel to live up to its claims of having a demographic Jewish majority and adhering to a democratic system in which one people do not rule over another.

While it is true that, in the past, left-wing governments contributed to settlement building, in recent years this constellation of left-wing Israeli groupings have taken active steps to oppose such policies.

As a member of the left wing of Israeli society, I want to say loud and clear that we do not buy into Netanyahu’s scare tactics. A Palestinian state next to Israel will be a win-win situation for both our peoples. The lengthy occupation has harmed Israel, endangered its future as a homeland for the Jewish people and eroded the fabric of its society – it is time for it to end.

While opinions are divided as to the real-life utility of the UN bid in effecting change on the ground, it is clear that this Palestinian attempt to seize the initiative is an innovative step to break the current apathy over negotiations which have lasted over 18 years but have not yet culminated in an independent Palestinian state.

The specifics of the current Israeli government’s opposition to Abu Mazen’s initiative smacks of hypocrisy. At bottom, the Palestinian initiative mirrors Israel’s own history and its own attempts to gain recognition at the very same arena in 1948. Much like the Jewish people, the Palestinian are a people with a culture and a history, and they deserve their own state – this should not be patronisingly bestowed by Israel, but is an inherent right.

Moreover, other than the specific arena in which this Palestinian bid is being aired, nothing suggested therein is new. This initiative asks the UN to focus on the territorial aspects of the conflict according to parameters that have, in theory, been agreed to by previous Israeli governments.

The intangibles of the conflict, its more complicated and emotional aspects – the future of Jerusalem and the status of Palestinian refugees – will, as Mahmoud Abbas made clear, be dealt with in direct negotiations. The UN bid will not replace these negotiations.

As a result, this initiative is not intended to demonise Israel as a whole, but, in the words of Abbas, to delegitimise Israel’s occupation. There is little divergence here with the stance of the Israeli left, which has long viewed the occupation as illegitimate.

Netanyahu’s stated opposition to the Palestinian UN bid is based on the straw man argument that it is a unilateral step that bypasses bilateral negotiations. Yet the Israeli left has spent the past two years of Netanyahu’s reign as prime minister opposing his various initiatives to expand settlements, or create facts on the ground – for how can negotiations take place when, simultaneously, the Israeli government continues to expand settlements in East Jerusalem, which has been ear-marked as Palestine’s future capital?

 It is clear to a vocal sector of Israel’s society that Netanyahu is not sincere about reaching a peaceful resolution with our neighbours. Were a different government in place, Israel could have built on the momentum of this declaration to thresh out the remaining issues with the Palestinian Authority. Instead, Netanyahu is busy undermining Abu Mazen – with grave consequences for Israel’s security, as Israel is unlikely to find a more willing partner.

Instead of securing Israel’s future, Netanyahu would rather maintain the support of his own domestic right-wing base and prevent his own political eclipse by Avigdor Lieberman, Israel’s racist and reckless foreign minister. Yet this right-wing base does not represent the whole country.

Other voices are speaking up. These voices strongly oppose foolhardy steps by the US congress to block funds to the Palestinian Authority should it succeed in its bid for UN recognition of a Palestinian state.

That is why, instead of greeting this initiative with the doom and gloom heralded by the government, some Israelis chose to welcome this event with joint celebrations. These include the Israeli-Palestinian group Combatants for Peace and the Israeli branch of the One Voice movement.

Earlier in September, demonstrations took place in front of the prime minister’s residence in Jerusalem, held by the Meretz Political party. Meanwhile, demonstratons took place at major traffic intersections across the country on the day of the UN speeches. 

Veteran Israeli political analysts are speaking up in the Israeli media, with voices such as Zvi Barel proposing further steps for the international community, such as establishing embassies in the West Bank and recognising Palestinian passports.

Polls continuously show that mainstream Israeli society does, at bottom, believe in a two-state solution to the conflict. Netanyahu’s legacy at the UN will be to blind the silent Israeli majority to the reality that Palestine’s bid for recognition at the UN could bring closer those wishes.

As the government won’t say it, I will say it instead: Palestine, alf mabrouk, congratulations. I look forward to living side by side with you.

September 1993 marked what many at the time described as a revolutionary breakthrough in Israeli-Palestinian negotiations. It was the month that saw the sealing of the Declaration of Principles – commonly known as the Oslo Accords – between the Palestine Liberation Organisation (PLO), represented by Yasser Arafat, and the Israeli state.

On the 18th anniversary of the failed accords, analysis has focused on the role of the potentially significant United Nations recognition of an independent Palestinian state. The real question, for those interested in conflict resolution, is not whether the UN recognises Palestine but to what extent have things changed since Oslo? Have the ‘spoilers’ of the peace process learnt from the lessons of Oslo? Has the environment in anyway changed to create a context that is more conducive to resolving the conflict?

Essentially, has the situation really changed to allow for the current diplomatic initiative to transcend legal rhetoric and elite jubilance and deliver significant change for those living, day in and day out, this conflict?

Looking at peace processes broadly, especially seemingly successful ones, such as the Northern Ireland case, the essential elements for success are inclusiveness, accountability and an environment that limits spoiler success. Spoilers are actors who attempt to derail the peace process for their own interests.

So did the Oslo recipe include these vital ingredients?

Oslo could in no way be described as inclusive. An elected Israeli government representative could be described as representative of the Israeli people but on the other side of the negotiating table sat Arafat and his clique. Despite it being described as a negotiation with the PLO, the umbrella group representing Palestinian factions, the reality was far from the case. 

The Palestinian side was Arafat-centric and, despite claims that the PLO was a representative of the Palestinians, the context in which they came to the negotiating table was one of a bedraggled, increasingly irrelevant group of people who not only physically but mentally were moving away from those whose cause they were representing.

The condition in which the PLO went into negotiation has been described as one of desperate need. Booted out of Lebanon, pushed into Yemen and Tunisia, lacking significant Arab state support following the PLO’s backing of Saddam Hussein during the 1990 Gulf war, not to mention the collapse of the Soviet Union, one of its major funders, all contributed to the organisation feeling very alone and isolated.

In addition, within the occupied territories, groups such as Hamas and Islamic Jihad, later to become some of the key external spoilers to the conflict, had begun to gain ground. Islamic Jihad formed as a radical splinter group of the Muslim Brotherhood and, alongside Hamas, played a role in igniting the first intifada. Yet, the two groups were excluded from the Israeli-Palestinian talks.

 This dismissive attitude towards militant groups was a hindrance to the peace process. And it is this continued ostracisation of important, even if controversial and questionable, groups that limits any future chance of effective conflict resolution. That said, the recent Fatah-Hamas unity deal in Cairo, although labelled as a setback for peace by the Israeli Prime Minister Binyamin Netanyahu, certainly forces an important, even if undesired, extra actor to any future negotiating table.

By comparison, the Good Friday agreement in Northern Ireland ensured inclusiveness from the outset through the participation – later democratic – of extremely opposing groups and potentially militant movements who were offered a non-violent platform to express their grievances and work towards democratic mobilisation of the masses.

Oslo, on the other hand, not only closed opportunities for participation in the early days but also failed to open up the spectrum for participation gradually. By centring the Palestinian side of the negotiations on an individual and his tightly knit group, it left no room for others to get involved. In addition, the responsibility and title the Oslo process bestowed on the PLO representatives encouraged them to close off the political system to other players. This has not only led to the rise of Hamas in the Gaza Strip, but also the clear creation of an authoritarian regime, in the guise of the Palestinian Authority, led by Fatah.

As the late Edward Said once put it: “After years of being the victims of Arab and Israeli repression, Palestinians have finally earned the right of a repressive system of their own.”

Israel’s insistence on only negotiating with one party has closed the system off to the development of a more representative group of Palestinian negotiators. To this day, negotiations do not take place with those that the Palestinians feel represent them but rather the group, or more commonly the individual, that Israel and the United States deem should represent them. With such a chasm between the masses and the elite, the perfect gap is created for spoilers to do what they do best: spoil the process.

Essentially, a successful attempt at resolution of this conflict would see the Palestinians experiencing improvement in their daily lives and Israelis feeling more secure in their own homes. Unfortunately, Oslo set the tone for an environment of very little positive change, which gave the spoilers on both sides the perfect opportunity to wreak havoc with very little accountability.

The extremely violent, uncompromising, fervent settler communities of the occupied territories are never going to be satisfied with any compromise with the Palestinians on the issue of the land that they feel is rightfully theirs. An example of the actions of their most extreme fringe was the attack carried out by Baruch Goldstein, a resident of the Hebron settlement, who walked into the Ibrahimi mosque and shot 29 Palestinians as they prayed. The reaction from the Israeli state was to increase the number of IDF troops on the ground and impose a curfew on Palestinians to protect the settler community.

This incident continues to reverberate in the minds of Palestinians to this day. Hebron itself has come to be remembered as one of the biggest tragedies of the Oslo agreement. “For the sake of the 500 Jewish settlers, everyday life for the 35,000 Palestinians, who resided in the same area, became a living nightmare”, according to Ghada Karmi(???), and continues to be so.

What became clear after Oslo is that “the Israelis with all their military power cannot extinguish Palestinian aspirations and the Palestinians with all their anger [...] will not force the Israelis to submit,” Dennis Ross, Bill Clinton’s special Middle East coordinator, once noted.

What was needed to contribute to a more peaceful coexistence was an understanding of leadership constraints. It is the case that both the Israeli and Palestinian leadership today fail to understand key traits of leadership, especially since they feel their position to be extremely vulnerable. Leaders make decisions, which sometimes anger or disappoint their constituency, and so they sometimes must pay the price with their own career. But no leaders on either side show that level of daring.

The desire for many Palestinian political actors to act as the symbol of Palestine makes the political elite lack a clear strategy, something which is desperately needed. Israeli leaders also lack a clear vision for peace, while the current leadership has a clear anti-peace agenda.

Binyamin Netanyahu, during the Oslo years and now, “showed hatred and bitter animosity towards the Palestinians”, according to the British-Israeli historian Avi Shlaim. This meant, in the words of Ron Pundak of the Peres Centre for Peace, that Netanyahu “sabotaged the peace process relentlessly and made every effort to de-legitimise his Palestinian partners”. The re-election of a leader with such a track record indicates that few lessons have been learnt.

Finally, whilst the Israeli-Palestinian conflict certainly fits the bill of being an intractable conflict, it is not one based on an equal stalemate. The reality of the asymmetrical nature of the conflict makes any negotiations, in themselves, a paradox, as the actors are unlikely to feel the harm of the conflict equally.

Asymmetry is evident in the nature of the relationship between the two sides: the relationship of the occupied to the occupier based on a history of power and military successes for Israel in the face of one loss after the other in the eyes of the Palestinians.

In such an environment, “when a peace process is being conducted between two utterly unequal parties in the context of a deeply asymmetric power relationship, the role of the third party becomes critical”, argues Sumantra Bose of the London School of Economics. Essentially the issue of asymmetry can only been resolved if a neutral third party is present, one that would balance the negotiating table.

The involvement of the United States in the Israeli-Palestinian conflict has been largely unsuccessful and Washington has taken no steps to change the conflict into some mutually beneficial arrangement. Whilst the United States appeared to act as a neutral party in brokering peace in Northern Ireland, it has traditionally been biased towards the Israelis.

The perception among Palestinians and their supporters is that the US just provides Israel with a cover for its violations on the ground. Washington’s approach is perhaps unsurprising, given that Israel is the largest beneficiary of American military aid, a strategic Middle Eastern ally and the protégé of the influential pro-Israel lobby. This leads to Palestinian resentment to brew against the foundations and the hypocrisy of the entire process.

So whilst reactions have been positive rhetorically, it is understandable why many in Palestinian society are sceptical about what positive changes a UN vote would actually bring.

In the case of the Israeli-Palestinian conflict, not only are common external spoilers a threat, but those heralding peace and compromise have had a destructive impact. There is little intent from the Israeli government to follow through with promises and no one to hold it to account. Moreover, the blatant asymmetry between the Palestinians and Israelis is exacerbated by a biased broker and a self-interested approach to conflict resolution that, unfortunately, lead to any confidence-building efforts to become mutually destructive.

Combined, these factors make any potential UN recognition just the icing on an uncooked cake.

Although it has primarily focused on domestic issues, the Egyptian revolution has sent ripples of hope and shockwaves of fear across the Middle East. Not only has Egypt traditionally been regarded as the unspoken leader of the Arab world, the dramatic exhibition of people power in action has inspired ordinary people everywhere and terrified the region’s fossilised leadership. 

As Egyptians grapple to redefine their relationship with those who govern them, questions are being asked about how the revolution will affect Egypt’s foreign policy. One area of particular interest is how the ‘New Egypt’ will relate to Israel and the Palestinian struggle for statehood. 

Like other political elites across the Middle East, the Israeli and Palestinian leadership – including both Fatah and Hamas – have been eyeing the Egyptian revolution with nervousness, because it threatens to upset the status quo on which they depend. But reality is gradually sinking in.

Many questions about the future remain. Can post-revolution Egypt play a more dynamic mediating role in the stalled Israeli-Palestinian peace process? Will Egypt’s cold peace with Israel chill further? Will popular anger at Israel’s occupation spill over into Egypt ‘tearing up’ its peace accord with Israel, as many Israelis fear? Is the enthusiasm of some Palestinians that Egypt’s ’return to dignity’ will help their cause warranted? How will the Egyptian revolution affect Israeli and Palestinian politics and how the two sides relate to each other, and to Egypt?

I will seek to answer these questions, as well as to consider how Egypt can best walk the tight rope of championing the Palestinian cause and nudging Israel towards a just resolution of the conflict, without returning to the ‘bad old days’ of futile belligerence. I will also explore what role the largely uninvolved Egyptian grassroots and civil society can play in bridging the gap between the two sides.

Israelis: between fear and enthusiasm

First, I will consider the Israeli response to the revolution and how the revolution has played out among Israel’s political class, the general public and progressive activists. When the revolution first broke in late January, the initial reaction of the Israeli government and establishment was one of concern and even panic, though ministers and officials were initially ordered not to make any public statements on the issue.

This ‘wait and see’ attitude rapidly shifted when the Mubarak regime looked in real danger of collapsing. Israel’s hard-line prime minister Binyamin Netanyahu even toured Europe and the United States to try to convince Western leaders to prop up the collapsing and corrupt dictator, though he now, at least rhetorically, welcomes the prospect of democracy in Egypt.

So what was behind this diplomatic panic and why was Israel, which describes itself as the Middle East’s “only democracy”, so fearful of the Egyptian people’s democratic aspirations?

In Israel, like in the United States and some parts of Europe, Mubarak was seen as a ‘benign dictator’ who protected both Western and Israeli interests against the perceived threat of extremist Islamism and kept Israel’s western front, historically the most dangerous, quiet.

In addition, many Israeli leaders, including Netanyahu, have long been lecturing that the reason that peace has been elusive is not due to the Israeli occupation but to the absence of democracy in the Arab world. Now what if the dawn of Arab democracy arrives and Israel still fails to resolve its conflict with the Palestinians and the wider Arab world?

In addition, I suspect that the current extremist Israeli government, despite its rhetoric of wanting peace with the Palestinians if only there were a true “partner for peace”, feared the unknown impact of the Egyptian revolution on the Palestinian question. Would Palestinians follow the Egyptian and Tunisian examples of mass protest and disobedience? Would a revolutionary Egypt ratchet up the pressure on Israel to reach a deal with the Palestinians or, worse, side more clearly and robustly with the Palestinians?

Among the general Israeli public who know little about Egypt and the Arab world, and understand it even less, the experts and officials who lined up to deliver dire warning that Egypt could well become the “next Iran” and tear up the Camp David peace treaty pumped up the fear level among a population which already felt isolated, surrounded and beleaguered.

A typical response was delivered by Israel’s president Shimon Peres in February. Expressing his feeling that Mubarak’s “contribution to peace will never be forgotten”, he warned that “”Elections in Egypt are dangerous. Should the Muslim Brotherhood be elected they will not bring peace.” 

At the time, I wrote that such fears were unfounded: that Egypt was no Iran and that the country was unlikely to renege on its peace treaty with Israel, though, given the plight of the Palestinians, “this probably means that the cold Egyptian-Israeli peace will become frostier”. 

Since then, events seem to have largely confirmed my analysis. Although the Muslim Brotherhood is a significant force in the post-revolutionary landscape, it is by no means the only show in town, despite backroom deals between its leadership and the army’s top brass. In fact, a July poll showed that the Ikhwan’s approval rating stood at only around 17%.

In addition, now that the possibility of entering government has become realistic, the group has demonstrated its political pragmatism. Despite its official opposition to peace with Israel and its call for the Camp David agreement to be reviewed, a spokesman has said that the future of the peace treaty would be up to “the Egyptian people and not the Brotherhood”. 

And it appears that most Egyptians desire peace. Two recent polls (here and here) showed that, in addition to supporting the creation of an independent Palestinian state, nearly two-thirds of respondents were in favour of maintaining the peace deal with Israel. 

But it would be a mistake to think that the Egyptian revolution lacks support in Israel. Not only have some in the liberal and progressive end of the Israeli media spectrum expressed support for the revolution, a number of voices in its more conservative reaches have also publicised their backing. 

Writing in The Jerusalem Post last week, Rabbi Shmuley Boteach chastised Israel’s former deputy prime minister Binyamin Ben-Eliezer for expressing admiration for Mubarak. “The unseemly spectacle of the Middle East’s sole democracy failing to support a revolutionary freedom movement in Arab countries is a stark omission that the Arabs are not likely to forget,” he wrote.

More importantly, the Egyptian revolution and the ‘Arab Spring’ in general enjoy a surprising amount of grassroots support in Israel, especially among the young and liberal, with various groups releasing songs and letters of support. I have personally encountered numerous Israelis who wax enthusiastic about it. “[The Arab Spring] has made me more eager to dream that the borders will open one day,” Mati Shemoelof, an Israeli journalist, poet and activist told me over drinks. “And I feel that we can only learn from this fabulous, new, brave movement,” he added.

As if to confirm his point, Israel has subsequently been gripped by protests over soaring housing prices, centred on Tel Aviv’s Rothschild’s Avenue, which has been described by some commentators as the country’s own “Tahrir Square”. Moreover, the protests provide a perhaps unprecedented opportunity for Israelis and Palestinians (both Israelis citizens and those in the West Bank and Gaza) to rally around a common issue – housing shortages – that affect them all.

Although the protests have so far remained apolitical, more and more Israelis are connecting the housing crisis within Israel to the generous state subsidies lavished on West Bank settlements and the high cost of maintaining the occupation.

By removing the single most divisive issue in Israeli politics, the protesters have created a safe space for Israelis of all ethnic, national and class identities to act together,” Dimi Reider and Aziz Abu Sarah wrote in the New York Times earlier this month. “Israel will never become the progressive social democracy the protesters envision until it sheds the moral stain and economic burden of the occupation,” they went on to caution. 

Palestinians: inspired but disillusioned

Palestinian reactions to the Egyptian revolution have been complex and divided, both at the official and popular level. Fatah, which received a lot of backing from the Egyptian regime, tried to walk the tight rope of supporting both Mubarak and the “legitimate demands” of the people. 

“We hope that Egypt manages to overcome this crisis while preserving its achievements and meeting the legitimate demands for democracy, political reform, and popular participation,” was Palestinian Prime Minister Salam Fayyad’s reaction in early February, according to the al-Ayyam newspaper.

 The extremist Islamist group Hamas, too, has been lukewarm about the Egyptian revolution. Although Hamas despised the former Egyptian regime’s hostility to the movement and Egypt’s collaboration in the blockade of Gaza, the secular nature of the youth spearheading the revolution and the sidelining of the Muslim Brotherhood worried the Islamic movement. In addition, like the PA, Hamas also benefits from the status quo and has entertained fears that the Egyptian people’s example might inspire Gazans to rise up against Hamas and its increasingly repressive rule.

 Hamas witnessed an inkling of this possibility when a Facebook page calling for a ‘Day of Rage’ in Gaza against the Islamist movement attracted 10,000 members within only three days, despite the intermittent power cuts and relatively low internet penetration in the Strip.

This might explain why both Hamas and the PA suppressed, in the early days of the revolution, rallies in support of the Egyptian and Tunisian revolts.

However, at the grassroots level, the majority of Palestinians seem to feel solidarity with their Egyptian neighbours. Ever since I moved to Jerusalem a few months ago, most Palestinians I have encountered have reacted very positively to the Egyptian revolution. Everywhere I go, I receive warm congratulations as if I was the father or the midwife of the uprising!

While out researching an article in a tiny Palestinian village effectively cut off from the outside world by settlements, the locals I met got sidetracked from talking about their demoralising plight to enthuse about the achievements of the Egyptian people. “You Egyptians have raised the head of every Arab,” Mohammed Barakat, a local lawyer, told me, in a typical reaction.

Even in the more glitzy surroundings of a luxury hotel in Ramallah, at an official celebration of the 23 July revolution hosted by the Egyptian consulate, Salam Fayyad launched into rhetorical acrobatics to pay tribute to both the 1952 and 2011 revolutions, even though the latter only came about because the earlier failed to deliver on its promises.

In addition to awakening hopes that the Egyptian revolution will lead Egypt to become more supportive of the Palestinian struggle for statehood, the protest movement in Egypt has inspired some dedicated young Palestinian activists, under the umbrella of the so-called March 15 movement, to agitate for change

The date refers to the day when organisers employing social media, text messaging and word of mouth managed to draw thousands of protesters on to the streets of Ramallah and other parts of the West Bank, as well as Gaza City.

 However, their demands were not wholesale regime change, but reconciliation. “Our top priority is to end the divisions within Palestinian society. This is the only way to deal with the occupation,” Z, one of the young founders of the movement in Ramallah, explained to me.

That said, the movement has not managed to replicate the most successful ingredient of the protests in Tunisia, Egypt, Yemen and Bahrain: constant pressure from the streets. This is partly due to the two-tiered nature of the oppression facing Palestinians, and the restrictions on their movement imposed by the occupation. “Unfortunately, we have two levels of repression in Palestine: Israeli and domestic,” says Z.

In addition, there is the psychological barrier of widespread despair and disillusionment afflicting wide swaths of the population. “The problem among Palestinians is that revolutions are nothing new, yet nothing changes or things get worse,” Z observes. “Neither uprisings nor negotiations have worked, Palestinians believe – we’re still under occupation.”

This sense that whatever happens, the Palestinians are screwed might help explain why quite a few Palestinians I meet are despondent about the ultimate outcome of the Egyptian revolution, with some expressing their expectations that Egyptian will revert to dictatorship. A few, probably drawing on their sense of powerlessness, have even expressed their suspicions that the revolution is not an expression of the will of the Egyptian people but a joint CIA-Mossad conspiracy.

Nevertheless, a number of observers believe that the Egyptian-brokered Hamas-Fatah reconciliation agreement – despite its clear weaknesses – was partly a sign of the success of the youth protest movement. It was inspired, they say, by the fear that ordinary Palestinians would follow the Tunisian and Egyptian lead and rise up against the oppressive rule of Hamas in Gaza and Fatah in the West Bank. In addition, it has been viewed as an indication of the more robust role post-revolutionary Egypt can play in the Palestinian struggle. Similarly, Egypt’s decision to open the Rafah crossing has been interpreted as an early indication of the New Egypt’s more sympathetic approach to the plight of the Palestinians.

 September: Palestine or the Palestinians?

We are only a few short weeks away from the moment of truth, when the Palestinian leadership plan to go to the United Nations and demand the world body’s recognition of Palestine as a state. 

It strikes me that Palestinians, disillusioned, demoralised and desperate are screaming out to the international community, and particularly the United Nations: “You got us into this mess. Now get us out of it.”

There are parallels to be drawn between this bid and the 1947 UN partition plan which paved the way, despite Arab rejection, to the creation of the state of Israel. However, this time around it is unlikely to serve the Palestinians as well because they are too weak, the Israelis too powerful and the international community lacks the wherewithal to impose a solution on the two parties. Besides, if we are to learn anything from the tragic past, it is that UN involvement with only one side’s support was disastrous, and there is no reason to think it won’t be again.

Personally, I can’t help thinking that, rather than grant Palestinians the statehood they desire, the unilateral UN option could backfire by ending in failure or resulting in a virtual but hollow state that enjoys the sheen of international legitimacy but does not actually exist on the ground.

And I’m not the only one with misgivings. Earlier this week, a young Palestinian activist told me: “I think that nothing will really change on the ground.” He added: “I am really afraid of the PA because they will not ask for a full membership of the UN and instead they will go for non-member status which will not help us in this movement but they will sell it to us as a victory.”

The main reason that Palestinians might shy away from demanding full membership is a function of the way the UN operates. For a country to gain membership to the world body, the UN Security Council must first recommend statehood to the General Assembly. And judging by previous and current form, Washington is very likely to veto any such proposal. In fact, some US officials have warned that Washington could withdraw its funding for the UN, if the proposed vote goes ahead.

Of course, there is a chance that Abbas and the Palestinian leadership are actually not seriously contemplating going to the UN and are using this as a bluff to focus Israeli minds, lure Israel back to the negotiating table and force it to offer the Palestinians a viable state along the pre-1967 borders. But if that is the case, it looks like Israel has decided to call their bluff.

The Israeli reaction to possible UN recognition of Palestinian statehood is difficult to gauge but it is unlikely to be positive. The UN option enjoys the backing of some Israelis who see in it a ‘win-win’ solution for both sides. But such an enlightened Israeli view is a minority one, and the Israeli government and much of the public interpret the plan as an act of hostility.

Besides, previous declarations of statehood achieved little. Palestine, which has existed as a virtual state for decades, and is currently recognised bilaterally by over 110 countries, including Egypt, still remains a state-in-waiting. For example, the 1988 unilateral Palestinian Declaration of Independence, which was made in exile by the PLO in Algiers, was little more than an exercise in symbolism.

The real gains for the Palestinian cause were being made, a quarter of a century before the ‘Arab Spring’, by the ordinary Palestinians of the West Bank and Gaza who rose up in the largely peaceful and leaderless first intifada, paving the way to the peace process and the two-state solution. 

New Egypt and the Israeli-Palestinian conflict

Until now, the impact of the Egyptian revolution on the Israeli-Palestinian conflict has been difficult to gauge. Nonetheless, a number of positive and negative ramifications can be discerned.

On the negative side, the upheavals in Egypt and other parts of the region connected to the Arab Spring have diverted much of the global interest away from the Palestinians question. It has also enabled Israel to more or less quietly create more ‘facts on the ground’ ahead of the Palestinians plan to go to the UN in September. This can be seen, for instance, in the accelerated rate of evictions, displacements and demolitions in East Jerusalem and ‘Area C’ of the West Bank this year.

On the positive side, Egypt has already taken some action that was aimed at improving the situation, such as brokering the Palestinian reconciliation agreement and easing restrictions on Gaza. More intangibly, the Egyptian revolution has provided both the Israeli and Palestinian leadership with a taste of what can happen when an unjust and untenable status quo is left to fester unattended for too long.

In the longer term, many commentators have expressed hope that a democratic Egypt can play a more robust and vibrant role as a peace broker and help mediate some form of reconciliation and peace between Israelis and Palestinians. Some more militant and extremist Palestinians hope, and many Israelis fear, that Egypt will become more hostile and belligerent in its support of the Palestinian cause and its opposition to the occupation.

Personally, I don’t expect either outcome is likely. However, a democratic Egypt more in tune with its public’s mood might act as a deterrent against excessive Israeli militarism. That said, for many years to come, Egypt will be embroiled primarily in domestic affairs. This includes the construction of a new political system, fixing the economy, addressing inequalities, combating corruption, dealing with sectarian tensions, and more. Moreover, even a democratic Egypt will lack the clout to impose a resolution and Egyptians have learnt through long and bitter experience that belligerence leads nowhere.

So, it would perhaps be a mistake for those Israelis and Palestinians who pine for peace to await an Egyptian saviour. Instead, they should look to the more intangible support that Egypt can provide, namely that they need not await a foreign messiah because their true saviour is within themselves.

Egypt has provided Palestinians and Israelis, long cynical and disillusioned that the powers that be can bring about any meaningful change in their situation, with a dose of much-needed hope and inspiration, especially in their own latent powers as people.

People power: the missing link

I am a strong believer in the idea that ‘people power’ is the missing link in the quest for peace between Israelis and Palestinians. The vast majority of the discourse relating to the conflict focuses on a top-down solutions in which an international broker or brokers bring the two parties together to the negotiating table and lean on them until they kiss and make up and agree to live together happily ever after.

The trouble with this model is that it overlooks the fact that no external mediator enjoys the kind of clout or willpower necessary to push through a resolution. In addition, it ignores the glaring disparities in power between Israelis and Palestinians. It also turns a blind eye to the fractured and divided political landscape on both sides which makes reaching a consensus over the painful realities both sides must accept for the sake of peace a task of Herculean proportions.

This is particularly the case given the decades-long mutual distrust and loathing, which renders the necessary groundswell of popular opinion required to achieve peace impossible to attain.

I believe that it is time to follow a new track in which ordinary people lead the process and not just act as passive by-standers. Palestinians and Israelis need to awaken to their own power and unlock their dormant potential to steer their own destiny towards peace and reconciliation. And the best way to do this, as the ‘Arab Awakening’ is illustrating, is through mass, peaceful joint activism.

For many years, a minority of activists on both sides have joined forces and found common cause in opposing the occupation, settlement building, the separation wall and home demolitions and evictions. This needs to be stepped up and activists must find creative ways of inspiring the mainstream – they need to make their movement go viral.

Being the dreamer that I am, I cannot shake the vision in my head of joint Israeli-Palestinian activism infecting the masses, and the current housing protests could be a good foundation upon which to build such a movement.

In my vision, squares in cities across Israel and Palestine would be filled with people rallying around a single goal: “The people demand an end to the occupation.” Protesters on both sides would also pitch tents at checkpoints to demand their removal and, who knows, perhaps one day have their own Berlin wall moment.

Likewise, ordinary Egyptians need to overcome their own apathy and passivity and help facilitate and mediate such a ‘people’s peace’. For the sake of peace and the future, Egyptians need to cast aside their ideological opposition to dealing with Israelis and act in active and open solidarity with the Israeli-Palestinian peace movement and export the spirit of their revolution to neighours who are in desperate need of it.

Ramadan is when Muslims fast and feast, but the holy month has something to offer those of other faiths, or none.

Ramadan has something of a tendency to bend space and time. For those participating in the fast, especially now that it is summer, the daytime hours crawl by like a snail on tranquilisers, while engaging in daily routines is like running a marathon through a desert of thirst. In contrast, nights are transformed into veritable days, with cafes and restaurants bursting at the seams with patrons late into the night, especially in my hometown Cairo, the world’s top ‘city that never sleeps’, according to a recent survey.

In the Holy Land, the holy month has even resulted in Israelis and Palestinians temporarily living in different time zones, as the Palestinian territories switch to winter time in a bid to make the fast a little easier. Some cynics on both sides might quip that, Ramadan or not, Israelis and Palestinians already figuratively live in different time zones, not to mention on different planets.

But Ramadan, despite being primarily an occasion for Muslims, provides a golden
opportunity for soul searching, reflection and bridge-building in this troubled land. Towards that end, Jews and Christians were invited to attend an interfaith iftar (the meal breaking the fast at sunset) in Haifa where, in addition to feasting, participants provided one another with food for thought as they chewed over questions of tolerance and mutual respect against the backdrop of conflict.

Even Israel’s hard-line prime minister, Binyamin Netanyahu, who has been a harsh critic of Islam over the years and who warned of an Islamist takeover in Egypt during the early days of the revolution, also tried to get into the spirit of the season with a video in which he wished Palestinian Muslims and Muslims around the world a ‘Ramadan Karim’.

Not to be outdone, the IDF announced the easing of restrictions in the West Bank and Gaza which, though far from adequate, at least allow Palestinians some extra mobility to visit their families during Ramadan. However, the restrictions on men under the age of 45 praying at the al-Aqsa mosque, Islam’s third holiest site, are still in place, much to the frustration of Palestinians. As I walked through the old city on Friday morning to take my son to his crèche, it felt eerie to be more or less the only young man on the streets.

Ramadan also illustrates that, despite current political differences, Israelis and Palestinians share a lot of common religious ground. Fasting is common, despite variations, to the three Abrahamic faiths, as well as to other religions around the world.

Although observant Jews only fast a maximum of six days a year, the central fast, on Yom Kippur (the Day of Atonement), the holiest day in Judaism, is a gruelling 25-hour affair. Although even at its toughest, the Ramadan fast last for about 20 hours, it is nonetheless like a whole month of mini Yom Kippurs.

Not only is the word for ‘fasting’ more or less the same in Arabic and Hebrew, Ramadan and Yom Kippur etiquette is surprisingly similar, with non-observant Muslims and Jews generally refraining from eating in public, though Muslims do continue to drive. Moreover, though the pace of life slows considerably during Ramadan, it does not come to a grinding halt as it does during Yom Kippur.

Given the general contemporary distrust between Jews and Muslims, it may surprise many to learn that some Jews actually observe Ramadan. “I kept Ramadan for seven years but I don’t keep it anymore,” says Ya’qub Ibn Yusuf (original name Joshua) from Jerusalem. “Fasting is tough the first few days, but then your body gets the message and adjusts.”

And seeing others eat and drink around him did not bother Ya’qub in the slightest. He likens it to “watching a couple holding hands” – “It doesn’t make you horny – it just makes you happy for them.”

Ya’qub sees no contradiction between being a Sufi and a Jew. In fact, he describes himself as a ‘fairly conservative’ and observant Jew, despite the fact that he dresses in secular garb.

Although political animosity and conflict have driven a wedge between Jews and Muslims, there is nothing ‘New Age’ or novel about such spiritual cross-over or ‘fusion spiritualism’, if you like.

Sufism is a generally inclusive, esoteric form of Islam which has been influenced by a wide range of mystical philosophies, including the Christian monastic tradition, Judaism, Buddhism, Hinduism and Jainism.

It also had a profound effect on medieval Jewish thought. For example, Abraham ben Moses ben Maimon, the son of the Jewish philosopher Maimonides, believed that Sufi practices and doctrines were in the lost tradition of the Biblical prophets and so introduced into Jewish prayer the Sufi dhikr/zikr (the reciting of God’s name), prostration, the stretching out of hands, kneeling, and the ablution of the feet.

Ramadan is not just for the religious, it also has something to offer secularists and the a-religious, like myself. Fasting Ramadan was the only pillar of Islam I ever practised consistently. This might have been because the month carries a secular appeal: fasting is not just a ritual for its own sake but is also about self-discipline, exercising control over your physical urges and empathising with the predicament of the less fortunate.

But I have not fasted for many long years, yet certain aspects of the spirit of Ramadan still inspire my faithless bones. Despite the ready tempers, traffic jams, runaway consumerism and irritability of some, not to mention the Palestinian love for loud nightly fireworks displays, Ramadan is marked by a special spirit of solidarity, camaraderie, unison and communalism.

Ramadan nights have a special enchantment, a kind of festive magic. And it is this dimension of Ramadan which I miss the most when I am in Europe: the delicious delicacies at communal iftars, sentimental soaps and corny comedies on TV, socialising in smoky cafes late into the night, pre-dawn beans on a Cairo street corner. Although Jerusalem is not as lively as sleepless Cairo and most Palestinian Muslims spend Ramadan visiting family and friends, there are still Ramadan nights entertainments to be found here.

Whether you fast or not, are Muslim or not, the social and cultural aspects of Ramadan are open to all to savour.

On Sunday, Palestinian President Mahmoud Abbas reaffirmed that, with no prospects of renewed peace talks in sight, he still plans to go to the United Nations in September to demand formal recognition of an independent Palestinian state on the pre-1967 borders. 

“I say that if negotiations have failed, we will go to the United Nations for membership,” Abu Mazen told a meeting of the Palestine Liberation Organisation. “Until now there have been no new incentives to return to negotiations.”

It strikes me that Palestinians, disillusioned, demoralised and desperate are, through this latest bid, screaming out to the international community, and particularly the United Nations: “You got us into this mess. Now get us out of it.” But I can’t help thinking that, rather than grant them the statehood they desire, the unilateral UN option could backfire by ending in failure or resulting in a virtual but hollow state that enjoys the sheen of international legitimacy but does not actually exist on the ground.

There are parallels to be drawn between this bid and the 1947 UN partition plan which paved the way, despite Arab rejection, to the creation of the state of Israel. However, this time around it is unlikely to serve the Palestinians as well because they are too weak, the Israelis too powerful and the international community lacks the wherewithal to impose a solution on the two parties. Besides, if we are to learn anything from the tragic past, it is that UN involvement with only one side’s support was disastrous, and there is no reason to think it won’t be again.

Nevertheless, at one level, the plan is commendable because it is attempting to inject a new dynamic and a sense of urgency into the stagnant swamp of the so-called peace process. And the idea has garnered a lot of international support – particularly among Arab states, in the developing world and some parts of Europe

That said, some countries which already recognise Palestine bilaterally, such as in Latin America, might actually not do so at the UN.  Moreover, the Palestinian bid lacks US support, which is vital given how the United Nations operates. For a country to gain membership to the world body, the UN Security Council must first recommend statehood to the General Assembly. And judging by previous and current form, Washington is very likely to veto any such proposal. In fact, some US officials have warned that Washington could withdraw its funding for the UN, if the proposed vote goes ahead.

Of course, there is a chance that Abbas and the Palestinian leadership are actually not seriously contemplating going to the UN and are using this as a bluff to focus Israeli minds, lure Israel back to the negotiating table and force it to offer the Palestinians a viable state along the pre-1967 borders. But what if Israel calls their bluff?

The Israeli reaction to possible UN recognition of Palestinian statehood is difficult to gauge but it is unlikely to be positive. The UN option enjoys the backing of some Israelis who see in it a ‘win-win’ solution for both sides. But such an enlightened Israeli view is a minority one, and the Israeli government and much of the public interpret the plan as an act of hostility. 

Some Palestinians I have spoken to fear that it might lead Israel to accelerate its unilateral border carve-up started by Ariel Sharon with his wall but possibly, as punishment, leave the Palestinians with even less land than Sharon, not known for his generosity towards the Palestinians, had foreseen. Alternatively, Israel could simply use UN recognition as a smokescreen to continue its occupation and settlement building as before while arguing that Palestinians already have their internationally sanctioned state. 

Worse still, the Israeli government, under the hard line Binyamin Netanyahu, could, in an interesting but bloody historical parallel, interpret the move as an ‘act of war’, as the Arabs did towards the original 1947 partition plan, and launch an armed campaign against the Palestinians and/or tighten its military grip on the Palestinian territories.

Some Palestinian advocates of the idea will counter that gaining international legitimacy for their national project, even if not immediately, will eventually bring the prospects of statehood that bit closer. This is possible but unlikely under the current crop of rightwing ideologues running the Israeli government. 

Besides, previous declarations of statehood achieved little. Palestine, which has existed as a virtual state for decades, and is currently recognised bilaterally by over 110 countries, still remains a state-in-waiting. For example, the 1988 unilateral Palestinian Declaration of Independence, which was made in exile by the PLO in Algiers, was little more than an exercise in symbolism.

The real gains for the Palestinian cause were being made, a quarter of a century before the ‘Arab spring’, by the ordinary Palestinians of the West Bank and Gaza who rose up in the largely peaceful and leaderless first intifada, paving the way to the peace process and the two-state solution.

So it is not in the hallowed corridors of international power, which consistently failed in brokering a just and lasting solution, that the Palestinian leadership needs to look for a new dynamic to resolve their people’s predicament and improve their plight but to their own grassroots.  

One young Palestinian I know who works for an NGO suggested a radical proposal that deserves the full attention of the Palestinian leadership. Come September, if no concrete progress towards the creation of an independent Palestinian state on the pre-1967 borders has been made, he suggests that the Palestinian Authority, Legislative Council and security services should inform Israel that they plan to disband themselves and invite the Israelis back to take full control of the territories, thereby ending the “outsourcing” of the occupation.

This, he argues, will lay the full moral, human and material burden of the occupation back on Israeli shoulders, drawing Israeli public attention to how costly in both human and financial terms the occupation, which Israel has been “getting on the cheap” thanks to international support for the PA, actually is.

In parallel with this, the Palestinians should launch a massive grassroots civil movement in which they demand from Israel, since it insists on continuing its occupation of their future state, to grant them Israeli nationality and full civil rights, including the right of free movement everywhere in the Occupied Territories and Israel proper; the right to use Israeli highways and byways; the right to live and work everywhere, including in the settlements; and, above all, the right to vote.

This will leave Israelis with two clear choices: do they want the land to be Jewish or its people to be? If it wishes to maintain a Jewish majority in Israel, then it will have to make way for an independent Palestinian state in the West Bank and Gaza, with East Jerusalem as its capital. If it wishes to maintain control of the land, then it will have to accept a new identity as a multiethnic, multicultural melting-pot in which Jews, though they will never be a tiny minority, will nonetheless soon be outnumbered by Muslims and Christians.

For Palestinians, though giving up the dream of an independent homeland to call their very own will be unacceptable to many, the time has arrived to decide whether Palestine is more important than the Palestinians, or whether people’s well-being should take priority over questions of who controls the soil.
