Walking around today’s cosmopolitan Berlin, it is hard to believe that it was only 80 years ago this year that Adolf Hitler seized power in Germany. The self-styled “Führer” transformed a volatile yet vibrant democracy into the very definition of a totalitarian dictatorship, paving the way for a war that would claim an estimated 75 million lives, including the systematic murder of 6 million Jews and 5 million people belonging to other stigmatised ethnic groups and minorities.

SONY DSCTo mark this important anniversary, the city of Berlin has organised a series of events in 2013 around the theme of “destroyed diversity”. Among the many attractions are open-air exhibitions – sort of pop-up urban memorials – at critical locations around the city which highlight Berlin’s diversity during the Weimar Republic in the 1920s and early 1930s, and how this was eventually destroyed by the Nazis.

The portrait exhibitions across Berlin place the wider events of this historical turning point in the human and personal by profiling more than 200 prominent Berliners who both represented the city’s immense diversity and subsequently fell victim to Nazi tyranny.

One thing that caught my attention is that though Jews were the Nazi’s most hated and persecuted victims, they were not the first. The early purges carried out by Hitler and his cohorts was a kind of political classicide in which opposition politicians, journalists, writers and intellectuals were targeted, particularly communists and leftists.

As a 21st-century observer who knows how this German tragedy ends, one thing that immediately strikes you is how incredibly creative and diverse the Weimar Republic was. Empowered by what some historians regarded as “the most liberal and democratic” constitution of the 20th century, its capital, Berlin, blossomed into a global centre of learning, culture and art.

At its best, Berlin was a free-spirited city where minorities and women flourished in a rare atmosphere of free inquiry, despite the increasingly bloody conflict between the extreme right and left. Had Germany taken a different path, we might today have looked back at the Weimar republic as a “golden age second only to the Italian Renaissance”, the American writer Frederic Grunfeld once claimed.

Although the ugly brand of anti-Semitism which was to become the trademark of the Nazi era was already visible on the political margins – such as in Hitler’s very own bestseller Mein Kampf  – Jews in Germany were to reach a level of prominence and integration that would be unmatched and unrivalled in the Western world except in the United States in recent decades.

In fact, so deeply woven into the fabric of German life were the Jews that some historians have gone so far as to declare this largely urban population who tended to speak High German, rather than regional dialects, to be the only “true” Germans. “Before Hitler rose to power, other Europeans often feared, admired, envied and ridiculed the Germans; only Jews seemed actually to have loved them,” wrote the late Amos Elon in The Pity of it All: a Portrait of Jews in Germany.

The 160,000 Jews in Weimar Berlin were prominent not just in their traditional domains of finance and business, establishing, for instance, Europe’s largest department store KaDeWe, but also in science, including the legendary Albert Einstein who taught at the city’s Humboldt University, and philosophy, such as Walter Benjamin.

Jews were also leading lights in Berlin’s world-famous culture scene. To name a few, there was the Hungarian-born opera singer Gitta Alpár and Max Reinhardt in theatre. Politics too was increasingly becoming a Jewish theatre, with assimilationist Walter Rathenau becoming the Weimar Republic’s foreign minister.

The people named above, like the vast majority of Berlin’s Jewish population, were eventually either killed or had to flee Germany for their lives, bringing to a tragic end the Weimar experiment which could have turned out so radically different.

Nazism and World War II left Berlin in ruins and the post-war years saw the city transformed into a Cold War battleground, rather than the interwar intellectual and artistic playground it had once been. The blitzed city was occupied by the four victors of the war: the United States, Britain and France controlled West Berlin, while the Soviet Union occupied East Berlin.

Like Germany itself, Berlin was divided and the most famous section of the Iron Curtain which fell over Europe ran through the city, becoming the stuff of Cold War legend and real-life nightmares.

The Berlin Wall was more than 140km long and separated not only the two halves of the city, but also cut the West Berlin enclave from surrounding East Germany. Physically, the few remaining sections of the barrier still standing and archive images reminded me of another wall which has gone up in the mean time: the one erected by Israel, which is part of the broader physical and mental “Zion Curtain” dividing the Middle East.

Having seen Israel’s concrete monstrosity up close, I was surprised by how low the Berlin Wall was in comparison, 3.6m high versus 8m high in parts of the West Bank. But then again the Berlin Wall had deadly features its Israeli counterpart does not possess, such as the infamous Death Strip. That said, the Berlin Wall and the rest of the Iron Curtain running through Germany was constructed on East German territory, while most of the Israeli wall lies on occupied territory.

Both barriers were built, at least partly, for security considerations: East Germany claimed it had built an “anti-fascist protection rampart” to defend its civilians against “fascist elements” while Israel says it is a shield against “terrorism”. In reality, one wall was designed to keep East Germans in, while the other has been built to keep Palestinians out – not to mention to grab more of their land and cement de facto borders.

Both walls have also been the subject of enormous protest internationally, especially by their enemy camps. West Germans came up with the term “Wall of Shame” while Palestinians refer to a “Racial Segregation Wall” or “Apartheid Wall” in English. Graffiti has also served as a powerful tool for expressing opposition to the existence of both barriers. Like in West Berlin, the West Bank side of the Israeli wall has become perhaps the largest protest banner in the world and is covered in street art, including by the world-famous Banksy.

As seems historically inevitable in such situations, at least in retrospect, the Berlin Wall eventually fell. Since that fateful period in 1989, Germany has been reunited and the artificial division of Berlin has come to an end.

With massive investment from the West German government, Berlin has risen from the wastelands of the Cold War to reclaim its place as one of Europe’s great metropolises. While the German capital still remains a shadow of its former self, its vibrancy and cultural energy are truly impressive to behold.

But, in my view, the most impressive thing about Berlin, and more broadly Germany, is its ability not only to reinvent itself – losing the war, but in many ways winning the peace – but also its possibly unmatched propensity to come to terms with its ugly past.

In no other capital city I can think of are the crimes of the past so unblinkingly, unflinchingly and honestly on display. In fact, to the outside visitor, Berlin can resemble an open-air museum of historic horror, terror, death and destruction.

A few steps away from Germany’s Reichstag building, which houses the German parliament, the Bundestag, is an enormous Holocaust memorial. The haunting, if rather ugly, Memorial to the Murdered Jews of Europe sits on a 4.7-acre site containing hundreds of plain, grey concrete “stelae” of different shapes and sizes.

Berlin is also home to one of the largest Jewish history museums in the world, housed in a unique twisted zigzag of a building. As a sign of just how far Berlin and Germany have come, the city and the country have again become attractive targets for Jewish immigration, with 200,000 mostly Russian Jews, and even quite a few Israelis, doing the once unthinkable and settling there.

Then, there are all the Cold War artefacts and museums, including the archives of the frightening East German secret police, the Stasi. In a similar vein, the Topography of Terror museum provides an honest, gripping and sobering account of the Nazi secret police, the Gestapo, and its paramilitary SS, who once occupied the site.

Of course, even Germany has had its failures, as all the Nazi war criminals who managed to evade justice demonstrate. In addition, some East Berliners, as well as East Germans in general, complain that the baby was thrown out with the bathwater following reunification, and that even the good things from the communist experiment were jettisoned and the entire chapter depicted only as a cause of shame.

Abroad, though the Nazi legacy has turned Germans into the least nationalist of the great western powers and checked the excesses of Germany’s jingoistic past, it sometimes also leads to Germany shirking its global responsibilities, such as to speak out and act against the Israeli occupation.

To us in the Middle East, Germany provides a powerful case study in how to lay the past to rest, draw lessons from it and build a prosperous and tolerant future based on cooperation and the exercise of soft power.

Had the threat from far-right extremists been taken more seriously, could the Norway tragedy have been averted?

The gruesome and horrifying attacks on 22 July 2011 in downtown Oslo and on the island of Utøya, which claimed at least 76 lives, including numerous children and minors, has caused Norway to lose its innocence, according to Norwegian novelist Jo Nesbø. 

“I came from a country where fear of others had not found a foothold. A country you could leave for three months… and come home to read the newspapers and discover that the only thing new was the crossword puzzle,” he wrote in The Guardian.

“The Norwegian self-image before 22 July 2011 was that of a virgin – nature untouched by human hands, a nation unsullied by the ills of society,” Utøya added. “And yet there is no road back to the way it was before.”

An attack like this is tragic for any country, but in the peaceful and peaceable backwater of Norway, a small country with grand ambitions of spreading peace around the world – such as by hosting the secret talks which led to the Israeli-Palestinian Oslo Accords or by launching the process which led to the Convention on Cluster Munitions – it is perhaps doubly sad.

On 22 July 2011, months shy of a decade after the 11 September attacks in the United States, another virginity of sorts was lost: the increasingly popular and mainstream idea that the greatest threats facing the West are posed by Islamist jihadists and Muslim minorities in Europe and the United States.

In fact, in the early hours following the attacks, speculation by ‘talking head’ experts focused on the presumption that the atrocities had been committed by Islamist extremists, despite the absence of any evidence to support this.

And, even worse, once the identity of the perpetrator was known – Anders Behring Breivik, a far-right extremist and Christian fundamentalist – the semantic shift in the coverage was palpable. Generally gone were the words ‘terror’ or ‘terrorist’ and, instead, we read and heard ‘gunman’, ‘extremist, or ‘attacker’ – even in the normally even-handed Guardian – despite the fact that he is being charged with “destabilising or destroying basic functions of society” and “creating serious fear in the population”, i.e. acts of terrorism.

At a certain level, such speculation is part of human nature because people need to know why, and it is far easier to apportion blame on the ‘other’ than to think the unthinkable or at least the unsavoury, that one of our own did this to us.

But even if it is human nature, such knee-jerkism is not humane, especially because it could have dire consequences for an already-vilified and distrusted minority, i.e. Muslims. This is doubly so when considering that even non-specialists could see gaping holes in the early theories of the security experts.

The main question that dogged my wife and I was “Why Norway?” The only reason we could think of as to why Islamist extremists would target Oslo is that it is a ‘soft target’. This could perhaps explain the bombs which went off in the government quarter, but why attack a Labour Party youth camp? And with bombings being the choice method used by Islamists when attacking Western targets, why did a gunman go around picking off individuals one after the other?

Well, even we had internalised the security narrative sufficiently to doubt our doubts, and decide it may have been Jihadists after all, despite our suspicions. Then, reports began to spread that witnesses were saying that the attacker was blond. As the details emerged, the initial outrage turned to shock and surprise – since when did white Europeans engage in terrorism and kill their own, many were asking?

This can’t be terrorism, these must be the actions of a mad “lone wolf”, some were insisting. But Breivik himself claims that he is not alone and is part of a Europe-wide anti-Islam network with two cells in Norway.

Although the attacks in Norway have taken the world by surprise, the signs that something like this might happen have been there for many years for those who were willing to take off their Islamist blinkers and look objectively at the wider picture.

Last year, on the fifth anniversary of the 7 July terror attacks in London, when debate again focused on “homegrown extremism”, but of the Islamist ilk, not the European far-right, I wrote, in an opinion piece for The Guardian in the UK, that neo-Nazism and other far-right ideologies in Europe probably constitute a greater threat than Islamic extremism.

I argued that, while the threat posed by a small number of violent Islamist extremists is very real and the danger of Islamic fundamentalism should not be downplayed or understated, the risk posed by the European far-right was greater because it is an indigenous ideology that can cruise under the radar while society is distracted with the spectre of external threats.

“Neo-Nazis have yet to pull off any attack as spectacular as those in Madrid or London. But that doesn’t mean they don’t want to or don’t plan to,” I cautioned. Moreover, they “are responsible for a regular and growing stream of violence against Muslims, Jews, blacks and other minorities across Europe”.

A lot of readers, inspired by the assurances of ‘security experts’, at the time dismissed my thesis, with some even accusing me of “agenda-pushing” and “fear-mongering”, with claims that “the far right are simply not a menace”.  Likewise, my theory, which I expounded three years earlier, that the United States and some parts of Europe were in the throes of a nascent “Christian jihad” was also met with a fair amount of ridicule.

So, the conventional wisdom remained the guiding principle, and Western security services continued their quest to protect us from the Islamist threat, with Europol reporting a 50% increase in the arrests of suspected Islamic extremists in 2010. Meanwhile, Anders Behring Breivik, was working for several years to blow this conventional wisdom out of the water: apparently undetected, he plotted this attack, tried to purchase weapons, engaged in hate-filled online debate and wrote a 1,500-page far-right manifesto entitled ‘2083 – a European Declaration of Independence’.

In its 2010 report, Europol did not take very seriously the risk posed by right-wing extremism, judging that the “threat from right-wing extremism appears to be on the wane and the numbers of right-wing extremist criminal offences are relatively low”. However, it noted that “the professionalism in their propaganda and organisation shows that right-wing extremist groups have the will to enlarge and spread their ideology”.

So was Breivik’s apparent ability to cruise below the radar an understandable oversight or a monumental security failure?

On the one hand, the presumption of innocence until proven guilty is an important pillar of the legal system and, according to Janne Kristiansen, chief of the Norwegian Police Security Service, Breivik was careful in the run-up to the attack and “deliberately desisted from violent exhortations on the net [and] has more or less been a moderate”.

On the other hand, Islamists who believe in creating a global Islamic caliphate, for instance, are routinely monitored by European security services, and numerous arrests of conservative Muslims have been made over the years on the slightest suspicion of possible violent intent. In Breivik’s case, he managed to research and write a lengthy manifesto containing many worrying passages, including his belief that his actions will help to spark a civil war in Europe that will ultimately lead to the expulsion of “cultural Marxists” and Muslims.

Moreover, even if his initial preparations were careful, Breivik’s megalomania seems to have got the better of him in the final countdown to the attack, which could have afforded security services the chance to apprehend him before he caused real destruction.

Six hours before the fateful and bloody killings, Breivik posted a YouTube video in which he urged fellow ultra-conservatives to “embrace martyrdom”. A text accompanying the video detailed his plans for the attack, while his blood-chilling manifesto was released an hour and a half beforehand – yet no action seems to have been taken to apprehend him. 

Why? Perhaps in a country that has never been rocked by a major terrorist attack, Norway’s security services were wholly unprepared for such an eventuality, at least, one originating with a native Norwegian – after all, what possible reason could a Norwegian have to commit violetn terrorism in such a prosperous and egalitarian society.

 At another level, perhaps Norwegian and European security services, like society at large, have so internalised the false yet popular notion that, although the majority of Muslims are not terrorists, the majority of terrorists are Muslims. I wonder if, in future, we will learn that Breivik’s name was flagged by some low-ranking analyst but his or her superiors failed to take the warning seriously.

Breivik provides an object lesson to Europeans and Americans alike that they ignore the extremists within their own ranks at their peril. There are also important lessons to be drawn from the West’s security-obsessed handling of Islamic extremism when it comes to the far-right. Far-right extremism cannot solely be viewed through the prism of security, but we need to strike at the ideological and socioeconomic factors that fuel it.

To do so, we need to build greater awareness and better understanding of the socioeconomic and cultural factors feeding this phenomenon. Just like their Islamist counterparts, many people who are drawn to far-right ideologies feel disempowered and marginalised, and believe that the way to overcome this is to turn back the clock to an idyllic ‘pure’ past.

And, as unemployment figures rise and government spending falls on the back of the recession, this sense of exclusion and frustration will grow – and minorities will continue to fill the role of convenient scapegoat for the economic ills visited upon us by the banking crisis and neo-liberal economics.

“The economic recession has led to political and social tensions and, in a number of member states, has fuelled the conditions for terrorism and extremism,” concludes Europol.

Mainstream society is, in certain ways, complicit in the emergence of this troubling current. The increasingly mainstream vilification and demonisation of the West’s Muslim minority and Islam in general – based on fear, insecurity, ignorance and political expediency, as well as the worry that extremist groups will succeed in their bid to ‘Islamise’ Europe – since the 11 September terror attacks a decade ago has created fertile ground for the far-right to lay down deeper roots.

We should not deal with far-right extremism and its violent manifestations with the same level of sensationalism and mass hysteria we reserve for extremist Islam – we need to be vigilant, not vigilante about it.

The fifth anniversary of the 7 July attacks has refocused attention on Islamist terrorism, but the neo-Nazi threat goes largely unnoticed.

On the fifth anniversary of the 7 July terror attacks in London, the issue of Islamist terrorism and Islamic extremism is back in the media spotlight. While the threat posed by a small number of violent Islamist extremists is very real and the danger of Islamic fundamentalism should not be downplayed or understated, the seriousness of the situation is often exaggerated into a menace of Hitlerian proportions.

In contrast, Hitler’s ideological descendants, who have become increasingly emboldened in recent years, constitute a growing, if still minor, threat that largely goes unnoticed and under-reported.

An example of this menace is the Belgian neo-Nazi group Bloed, Bodem, Eer en Trouw (Blood, Soil, Honour and Loyalty), whose trial is to start soon. The group, whose members were arrested in 2006, stands accused of planning terror attacks targeting the National Bank and other institutions, plotting the assassination of a number of prominent politicians and conspiring to destabilise the Belgian state. BBET had even apparently managed to infiltrate the Belgian military and had amassed a large cache of guns and explosives.

More worryingly, perhaps, at least in terms of social cohesion, the neo-Nazi group had intended to sow the seeds of discord by carrying out a “false flag” operation to murder the popular Flemish far-right politician Filip Dewinter in the hope that the blame would be pinned on Islamists, stoking further hatred of the country’s embattled and marginalised Muslim minority. During the expected outrage that would ensue, they would then seize the opportunity to assassinate the radical Lebanese-Belgian politician and activist Dyab Abou Jahjah.

Had members of an Islamist cell been planning similar outrages, news of their forthcoming trial would have grabbed headlines across Europe and enough columns to support the Karnak temple complex would have been written on the subject. As it stands, the group has elicited little to no attention outside Belgium.

Not that I feel we should deal with neo-Nazi extremism and its violent manifestations with the same level of sensationalism and mass hysteria we reserve for extremist Islam – we need to be vigilant, not vigilante about it. More attention needs to be paid to the fact that it is a growing menace. We need to build greater awareness and better understanding of the socioeconomic and cultural factors feeding this phenomenon, especially since mainstream society is, in certain ways, complicit in the emergence of this troubling current.

Some, dare I say many, will consider my last assertion as an overreaction and will dismiss BBET and other violent far-right groups as little more than the outer reaches of the ‘lunatic fringe’. And at some level, this is true and can equally be applied to violent Islamist groups. But just because they’re mad and bad, that does not exclude the possibility that they are the symptoms of a deeper malaise – there is some warped logic to their madness.

Just like their Islamist counterparts, many people who are drawn to neo-Nazi and other far-right ideologies feel disempowered and marginalised, and believe that the way to overcome this is to turn back the clock to an idyllic “pure” past – based on religion, in the case of Islamists, and based on race and, to a lesser extent, religion for neo-Nazis.

And, as the economic situation worsens – especially for those on the lower rungs of the social ladder, but also for the middle classes who are increasingly feeling the bite of job losses, as unemployment figures rise and government spending falls – this sense of exclusion and frustration will grow.

And minorities will continue to fill the role of convenient scapegoat, as has long been the case with far-right parties, many of which have gained a sheen of respectability in recent years. In fact, time and again, violent neo-Nazi groups and individuals have been linked to these parties. For example, there are reports that the BBET had ties to the Flemish nationalist Vlaams Belang party, as had a teenager who went on a racially motivated murder spree in Antwerp.However, this does not exonerate the rest of society. The increasingly mainstream vilification and demonisation of Europe’s Muslim minority and Islam in general – based on fear, insecurity, ignorance and political expediency, as well as the worry that extremist groups will succeed in their bid to “Islamise” Europe – since the 11 September terror attacks in the US has created fertile ground for the far-right to lay down deeper roots. Some governments have been complicit in this for foreign policy purposes, while some politicians, such as Geert Wilders in the Netherlands, have skillfully manipulated the situation to enter the corridors of power.

In a bid to downplay the threat, some will play a macabre numbers game and claim that Islamic terrorism in Europe claims far more lives than far-right violence. Although it is true that there have been no spectacular, large-scale attacks, neo-Nazis are responsible for a regular and growing stream of violence against Muslims, Jews, blacks and other minorities across Europe.

For example, between 2000 and 2005, racial violence spiked dramatically in many European countries. Denmark alone reported an increase of 70% in reported racial violence and crime.

Of course, neo-Nazis have yet to pull off any attack as spectacular as those in Madrid or London. But that doesn’t mean they don’t want to or don’t plan to, as the case of the BBET amply demonstrates. In May 2010, a British neo-Nazi father and son – who, in an worrying echo of a bygone era, had set up a group to overthrow the government because they believed it had been taken over by Jews – planned to poison Jewish, Muslim and black people with ricin.

In addition, neo-nazism seems to be going increasingly global, with groups in different European countries and the US building increasingly strong alliances. Examples of this include Combat 18 and Blood and Honour (of which BBET is a splinter group).  Could such transnational groupings become the kernel of a loose-knit global neo-Nazi network along the lines of al-Qaeda? Only time can tell, but I certainly hope not.

The most troubling threat posed by neo-nazism, and the far right in general, as opposed to Islamism, is that it is an indigenous ideology which once held powerful sway in Europe, even in countries that were not run by Nazi regimes. If we are not careful and do not learn the lessons of history, there is the future possibility that Nazi and fascist totalitarianism may rear its ugly face again.
