The army is giving Egyptians a stark choice: choose freedom and endure anarchy, or choose stability and put up with us.

Last week, after the Supreme Council of the Armed Forces (SCAF) reactivated Mubarak’s 2010 extension of the emergency law,  it suggested holding a referendum on the reactivation to give its decision a sheen of legitimacy. If the emergency law passes through legal channels, it will allow SCAF to silence its opponents while claiming it has popular support for its actions.

Where once authoritarianism was imposed on Egyptians, Egypt is now facing the risk of “democratically” choosing to be governed autocratically, where the people themselves call for or support authoritarian practices such as military trials, emergency laws, etc.

Since the revolution, Egypt’s de facto military rulers have cracked down on media outlets,allegedly tried 12,000 people before military courts, reactivated Hosni Mubarak’s highly unpopular emergency law , and outlined no clear time frame for the transition to a civilian government – things even Mubarak wouldn’t have dared to do in post-revolution Egypt. But what is perhaps most appalling is that a growing number of people is supportive of this.

After the defeat and withdrawal of police forces from the streets on 28 January, the lack of security and this anarchy-like state have driven many people to express their willingness to trade in their dream of democracy in return for ‘normalcy’ by supporting authoritarian practices in the hope of stopping the country from descending into the absolute state of lawlessness they fear.

As a result, many Egyptian have voted in favour of reactivating Mubarak’s emergency law. On the Masrawy news website, 59% of those who took part in a poll agreed that the emergency law should be reactivated. The figure of an al-Shorouk online poll was nearly half.

There is no doubt that the past seven months since Mubarak’s ouster have been so overwhelming that many are now ready to give up their dream of democracy. The perceived rise in crime and the struggling economy have shifted many people’s priorities to security and stability over human rights and democracy.

The SCAF has capitalised on this fear to boost its popularity – at least in comparison with the former regime. May be some Egyptians are still grateful for the army’s refusal to open fire at protesters, especially when compared to the savagery of other armies in the region, or perhaps people simply see the military as the last line of defence against anarchy. This is why their use of Mubarakist techniques has worked better than it did for the man himself.

Unlike the ousted president, they seem to have successfully managed to draw some public support for them and stoked up opposition against pro-democracy activists. On top of the relative credibility they enjoy, the public support expressed for arbitrary laws is a result of the SCAF’s relatively effective propaganda which links stability to their policies and their way of administering the country, whilst connecting chaos and instability to those who dare to oppose them.

The message the rulers are trying to send is simple: if you want freedom you have to endure prospects of a wide-scale war with Israel, looting and thuggery, a collapsing tourism industry, a struggling economy, and a security vacuum. If you want stability, all you have to endure is us.

The SCAF has tried relentlessly to link chaos and mayhem to human rights and political activism by accusing many key players in the revolution, such as the 6 April Youth Movement and the Kifaya (Enough) coalition, of trying to destabilise the country and serving foreign agendas.

Despite being accustomed to working under an authoritarian regime,and the smear campaigns and the heavy-handed security that come with the territory, rights activists now also need to grow accustomed to working under popular “dissuport”.

Political and rights activists are now slowly losing their status as “heroes” and are gradually being cast as the “villains” instead of the regime. Opposing Mubarak’s dictatorship was seen as a heroic act. Opposing SCAF is being seen by a growing number of Egyptians as a form of “treachery”. 

Intensive propaganda has associated human rights, in the minds of many, with vandalism, chaos, instability and conspiracy. The main danger to democracy that Egypt is facing is not the practices of the military rulers, but the public support for such practices.

The SCAF should not be deceived or lulled into a false sense of security by this support, which is probably going to be short-lived and is only a result of the horrors of recent months.

Once the memory of the chaos becomes distant enough and the revolutionary dust settles, people will again start realising the government’s failure to deliver better living conditions, to enhance the rule of law, to fight corruption and to push for greater civil liberties.

Rulers with a security-only mentality who fail to address economic, legal and social issues run the risk of sharing Mubarak’s destiny or even worse, because next time people will make sure not to go home with an unfinished revolution or trust anyone but themselves to take charge of the transitional period.

Employing tired, old narratives and displaying a severe lack of political imagination, which is a typical characteristic of military rulers, would only serve to remind Egyptians of the old regime they despised for long undermining the power, energy and creativity of the people.

Civil rights and genuine stability can only come together, and the Egyptian revolution proved that the heavy hand of security can no longer achieve stability on its own.

Soon enough, those Egyptians who believe that military strongmen are more capable of maintaining public order than democratically elected civilian governments will discover that this idea is nothing short of a myth. What we have is not really a choice between freedom and stability, but a choice between having both or neither.

Fear of retaliation from the old regime shouldn’t be used to limit Egyptians’ hard-won freedoms and attack peaceful protesters.

Egyptian hopes for a more democratic future were crushed on Friday when security forces from the police and military raided Tahrir Square in Cairo, leaving two people dead and arresting 41. The army blamed counter-revolutionary elements for provoking the clashes and denied responsibility for the bloodshed.

The attacks on protesters came two weeks after the recently appointed cabinet passed a law restricting protests. The minister of justice, Mohamed Abdelaziz el-Guindy, told Egyptian television that this was a measure to protect the revolution.

The violence in Tahrir wasn’t the only act justified with this scapegoat. The demolition of Sufi shrines, the burning of a Christian church in Atfih and the subsequent violence, and even labour strikes and sit-ins have all been described as counter-revolutionary acts.

The law, which was approved by the ruling supreme council of the armed forces in the absence of a parliament, makes participating in protests and strikes that hinder the work of public institutions or authorities during a state of emergency illegal. This kind of vagueness and open-endedness could make any strike or protest subject to this law, which provides for punishment of up to three years in prison.

Deposed president Hosni Mubarak ruled Egypt for 30 years with an emergency law that was instituted after the assassination of former president Anwar el-Sadat by Islamists in 1981. Since then, Mubarak used Islamists as an excuse to crack down on any attempt at political change. Just a few hours before leaving office, he told Christiane Amanpour of ABC television that if he left now, the Muslim Brotherhood would take power in Egypt.

With a new military regime in place, signs of similar Mubarak tactics are starting to emerge. This time, Islamists, last season’s scare tactic, are replaced with the remnants of the previous regime – Egypt’s new bogeyman.

This fear of a counter-revolution could potentially be extended to include all sorts of freedoms. Restrictions could be put on the media and civil society, for example, claiming that some of its elements are part of a counter-revolutionary plan.

The law against demonstrations, nevertheless, was welcomed by many to end the “politics of the street” in which whoever has control over the streets of Egypt has influence over public policy.

Despite the harm that might occur from taking every simple demand to the streets during this critical time, this should have been dealt with through swift reforms rather than criminalising protests.

Political stability is always something to aspire to, but the best means of achieving it is still up for debate. What Egypt needs now is genuine stability driven by social equality, political freedom and a fair enforcement of law, rather than a fake stability imposed by oppressive laws and the heavy hand of brutal security. The policies of Mubarak and his cohort of Arab dictators have all led to instability, despite an endless number of oppressive laws and brutal security forces.

There are plenty of existing laws that could be used against remnants of Mubarak’s regime who try to instigate chaos. Corruption, hooliganism and vandalism are already punishable in the courts.

“Any move to curb freedom of assembly and the right to strike in Egypt would be an alarming step backwards and an insult to those who risked – and lost – their lives calling for change over the last two months,” an Amnesty International spokesperson said.

Egypt has had enough of the politics of fear and division, and if the revolution is to achieve its goals, loose accusations of “counter-revolution” should not be used by any group to win support or justify actions that otherwise cannot be justified.

Until now, no one has had a clear understanding of what this counter-revolutionary threat is, what its goals are, what is it trying to achieve, or its methods of achieving it. But it has been used by some groups to accuse their opponents and abused by those in power to restrict freedoms.

Providing more legitimate access to power should be the way to guarantee security and stability in Egypt.

In the speech he gave in Cairo in June, US President Barack Obama said, “I do have an unyielding belief that all people yearn for certain things: the ability to speak your mind and have a say in how you are governed; confidence in the rule of law and the equal administration of justice; government that is transparent and doesn’t steal from the people; the freedom to live as you choose. Those are not just American ideas, they are human rights, and that is why we will support them everywhere.”

Obama linked the application of these ideas with stability and security. Then in August, during Egyptian President Hosni Mubarak’s visit to Washington, Obama described Mubarak as a force of stability. As a man of courtesy, Obama may have just been trying to be a good host and show respect. It’s difficult to believe Obama is simply unaware of the Mubarak regime’s horrid human rights record or Egypt’s poor ranking in international corruption reports. I hope that Obama is not just turning a blind eye to Mubarak’s practices because he relies on him as an important ally in our troubled region — which is probably much nearer the mark.

The praise Mubarak has received from the US president illustrates America’s double-standard politics that basically say: an important ally in the region, and a friend of Israel, is a force of stability, regardless of the regime’s domestic policy.

Mubarak is a force of instability and unrest. In Arab pop culture, the term korsi (chair) holds a political significance, referring to political rule or authority. In the Middle East, rulers get attached to this chair, and as time passes, the attachment gets stronger. Death, and only death, can put an end to this union, kind of like a Catholic marriage. This has become so much the norm that the term “ex-president” sounds very bizarre to the Arab ear.

Consequently, access to power using legitimate means becomes unattainable, which is why political parties and groups resort to means that ultimately cause political turbulence and social unrest. In recent years, many political movements have challenged Mubarak’s power, such as Kifaya, the Egyptian movement for change, and the April 6 Youth Movement. These movements organise protests, sit-ins and strikes that are usually crushed by riot police, leading to even more public dissent. A large number of students and activists have been detained and are being systematically harassed by the Egyptian police.

In the 20th century, Egypt saw many attempts to challenge authority outside the system and the law. The country witnessed the assassination of many political figures. In 1990, Rifaat el-Mahgoub, speaker of the Egyptian parliament, who was also a member of the ruling National Democratic Party, was assassinated in his car in Cairo by an Islamic group. Anwar Sadat, the Nobel Peace Prize winner and Egyptian president, was also killed by Islamic militant groups for signing a peace treaty with Israel. A few hours after his death, Asyut, one of Egypt’s major southern cities, fell under the control of Islamic groups for a few days and tens of police officers were killed. For more than a decade after Sadat’s death, Egypt suffered from a very strong wave of terrorism that claimed the lives of hundreds of civilians and police officers.

Besides assassinations and terrorism, Egypt saw at least one military coup in 1952, a revolution in 1919, and a nationwide student uprising in 1936 where hundreds of protestors were killed by the police. Recently, civil disobedience has been commonplace, labour strikes are turning into some sort of a national sport, clashes between riot police and students are becoming standard to see on news programmes, and deaths are reported daily during election time.

The more that access to power is denied, the more people will look for alternatives and be willing to challenge power outside the system. When power is inaccessible by legitimate means, the ground is fertile for coups, revolutions, assassinations and non-peaceful methods of power transition. This is something Obama and his advisers seem to have failed to understand when they called Mubarak “a force of stability in the region”.

Moreover, trying to convince the public that presidents don’t age or get sick like common humans has also been a widely used strategy in the Egyptian regime. In 2007, Ibrahim Eissa, editor of independent daily al-Dostour, was sentenced to prison because he published an article questioning the then-79-year-old Mubarak’s health. The court found him guilty of “publishing false information of a nature to disturb public order or security”. Due to numerous protests and public dissent, President Mubarak pardoned Eissa after one of the most contentious court cases related to freedom of the press.

After so long in the top seat, one would think Mubark’s hunger for power would be sated. He has ruled Egypt for 28 years, not to mention his years as vice-president and a high-ranking military officer. Mubarak can make history by resigning the presidency and supervising free and fair elections to select a successor.

As someone who is known to care for his legacy, gaining credit as the founder of democracy in the Arab world and ending the military’s monopoly on power (and not by transferring it to his civilian son) should appeal to him. Mubarak can set an example in the region that democracy is attainable. He could possibly get credit for being the founder of democracy in the Middle East.

Supporting Mubarak’s regime might seem to the Obama administration like an easy way to keep the Arab world’s most populous, and arguably most influential, country from turning into an Islamic regime, but in the long term, it will achieve the opposite. If the administration wants to help contain extremism and decrease support for groups that threaten the region’s stability, such as the Muslim Brotherhood, it needs to work on making power more accessible by legitimate means.

Why does India, despite its size and diversity, seem so much more stable than Pakistan?

Last week, I was in Barcelona attending a conference on the challenges to development posed by countries defined as “fragile” – which is the focus of the first-ever European Report on Development. The focus was sub-Saharan countries, but I was led to ponder Pakistan’s chronic instability as I viewed the images of hundreds of thousands of civilians fleeing the fighting between the army and the Taliban.

One expert at the gathering described Pakistan’s fragility as a paradox and an anomaly, given the size of the country’s economy and its level of income and development. The current flare-up aside, some of the differences are more ones of perception than reality.

For instance, according to the Human Development Index – which, incidentally, was developed by two economists from India and Pakistan – these two countries are at similar levels of development (132nd and 139th respectively). For the past few years, India has been experiencing extraordinary economic growth – fuelled by its knowledge boom – but until the 1990s Pakistan performed consistently better and had a significantly higher per-capita GDP.

As for civil strife, sectarian conflict and secessionist struggles, India has its fair share, too. For instance, in the two weeks we were in India last year, there were Islamist bombings, the killing of Christians and Muslims by Hindu mobs, and the complete shutting down of the Kashmir valley. Still, despite its significantly larger population and dizzying ethnic and religious mix, India appears, impressively, to be more stable, viable and democratic than Pakistan. Why is this? Well, one reason could be that India’s very size and diversity are actually serving the country well.

Far more than Pakistan, post-independence India has needed a political culture of compromise and consensus-building based on an understanding that no one group would be able to completely dominate the others – what Brian Whitaker calls “stability through stalemate”. However, the well-worn adage of the “bigger they are, the harder they fall” could well apply in the case of India. If the wrong combination of factors emerges, the resulting chaos could make the instability in Pakistan look like a children’s picnic.

India’s diversity is a good incubator for scientific and intellectual excellence – at least among a certain elite – and its size means it can tap into economies of scale and markets that other developing countries can only dream of.

With Pakistan being a majority Muslim country and the Taliban on the rampage, what role has Islam played in the country’s demise? In recent years, it has been popular to link Islam to underdevelopment, but the evidence does not really back this up.

“No clear conclusion emerges from the study of the impact of Islam on economic growth and development,” observes Jean-Philippe Platteau, professor of ­economics at the University of Namur in Belgium. “If anything, the effect is positive rather than negative (at least, when the sample consists only of developing countries).”

He goes on to say that the “influence of Islam seems to be much clearer on politics than on economics”, pointing to geo-political factors, interstate conflict and the resource curse to explain this democratic deficit. “[However], it is difficult to determine to what extent Islam hampers politics or politics subverts Islam.”

On Cif recently Whitaker explored how Arab leaders exploit Islam to silence dissent and legitimise their questionable authority. A similar process has been at play for much of Pakistan’s history, with secular dictators such as Ayub Khan and Muhammad Zia-ul-Haq, and democratically elected leaders such as the Bhuttos all employing religion to impose their rule or veil their corruption.

But looking at Pakistan’s problems solely through the prism of religion is intellectually lazy and counterproductive. This approach fails to appreciate the uniqueness of the country’s circumstances, as well as the huge amount it has in common – both positive and negative – with neighbouring India.

To properly understand Pakistan, one must go back to its birth. The country was “conceived in a hurry and delivered prematurely”, as Tariq Ali puts it. The Indian independence movement matured over decades and had the chance to build enduring democratic and civil institutions, and much of what we call India today had been a recognisable political entity, first under the Mughals and then the British.

In contrast, Pakistan had no precedent and was created almost as an afterthought by the British to reward the loyal Muslim League, which had split away from the Congress party out of fear of post-independence marginalisation or persecution.

Much more than the rest of the subcontinent, Pakistan was rocked to the core by the massive population shake-ups – with a huge influx of Muslims from all over India and an almost complete exodus of Hindus and Sikhs. However, Pakistan’s apparent religious uniformity masks major ethnic and cultural tensions.

The dominance of the Punjabis and muhajirun (migrants or refugees) is resented by the native Sindhis, Pashtuns and, earlier, Bengalis, who broke away to form Bangladesh after Pakistan’s bloody invasion in 1971.

So, despite Pakistan’s original conception as a secular democracy, its leaders, faced with the prospect of territorial disintegration and a lack of legitimacy (particularly among non-Punjabis), fell back on the only common denominator, Islam, to try to keep the fragile country together and cement their hold on power – with disastrous consequences.

Regional geopolitics has also been a major factor in Pakistan’s instability. India has never been able to forgive Pakistan for breaking away, and Pakistan has always sought to outshine India and is bitter about not being awarded Kashmir. In a parallel with cold war, the India-Pakistan standoff has been far more costly for Pakistan than India, given the disparity in the size of their economies.

In addition, the volatility in neighbouring Afghanistan – and Pakistan’s role as a staunch US ally in the cold war, training mujahideen and the Taliban – has been the cause of one of the most spectacular cases of blowback in recent history: with the monster returning to consume the hand that shaped it.
